The City of Bellevue is working on a long-term city-wide program to implement modern, user-friendly enterprise technologies that will make work more efficient and provide better data insights. This program, called Business Transformation, will ensure Bellevue's business systems, processes, employees, and technology meet the needs of the community and workforce, both now and in the future. We are looking for an enthusiastic and experienced Senior Business Process Analyst to join our Business Transformation Program team, under the Information Technology Department. As a core member of the program team for this highly complex effort, you will be responsible for supporting the implementation, associated process reengineering and adoption of multiple critical city systems. Primary duties associated with this role include: Process documentation, design and reengineering Leading process improvement activities Translating future-state operating models into standardized, end-to-end business processes, role definitions, and governance-aligned workflows that can be executed by staff and supported by enterprise systems. This role is a limited term with an expected initial duration of 2 years. Why join our team? Essential duties and responsibilities include: Leading program business process improvement work Conducting in-depth qualitative and quantitative research and making recommendations for process changes and improvement. Consulting with staff from other governmental agencies and professional organizations, and conducting independent research and analysis to identify best practices and incorporate lessons learned. Partnering with business and IT subject-matter experts to document current-state processes, including workflows, roles, system touchpoints, pain points, and risks, and validating them through stakeholder and user group engagement. Overseeing process projects from conception to implementation. Designing and documenting future-state processes and workflows that reflect approved operating models, risk-based role separation, and RACI-aligned decision rights, ensuring that processes are ready to be enabled by new enterprise systems. Serving in a consultative role for enterprise system selection efforts, ensuring that system requirements are based on validated future-state processes, roles, and governance controls Developing standardized operating procedures, templates, and job aids and establishing a centralized process documentation library so that staff have consistent, role-based guidance to execute processes correctly and compliantly. Communicating project issues with Program Manager, Product/Project Managers and Steering committees, and making recommendations for solutions. Working closely with Organization Change Management resources to align process documentation, role definitions, training plans, and user communications into a coordinated adoption approach, including active participation in user group walkthroughs, feedback cycles, and readiness activities. Defining process and operating-model performance metrics, supporting the development of dashboards, and helping establish continuous-improvement feedback loops to monitor adoption, compliance, and effectiveness over time. Knowledge, skills, abilities and competencies include: Extensive knowledge, skills and abilities in conducting qualitative research, organizational analysis, and technical writing. Knowledge of the principles and practices related to analyzing business service delivery systems or business lines, budgets, personnel and resources. Knowledge of project management, cost-benefit analysis, project planning, scheduling monitoring, and problem solving. Knowledge of process improvement methodologies (e.g., Lean Six Sigma). Ability to analyze processes and issues and develop recommendations for improvement or resolution. Skills in preparing reports and delivering persuasive, succinct presentations. Ability to establish and maintain effective working relationships and elicit cooperation through the collaboration of stakeholders to achieve desired outcome. Ability to conduct operational and organizational studies on business units, analyze structure and flow of work, and recommend and implement changes to improve operations. Ability to facilitate diverse work groups to achieve program objectives. Prior experience working on large, complex or transformational technology projects. Education, experience, and other requirements include: Bachelor's degree in Business, Public Administration, or closely related field, or equivalent work experience. Five or more years of relevant advanced-professional level experience leading process improvement efforts using advanced qualitative and quantitative statistical analysis, business systems analysis, business process modeling, and evaluation of departmental business lines and service delivery systems. Process Analysis related certification preferred (ex: Lean Six Sigma) Project Management skills and experience preferred Physical demands and work environment include: Work involves walking, talking, hearing, using hands to handle, feel or operate objects, tools, or controls, and reaching with hands and arms. Vision abilities required by this job include close vision and the ability to adjust focus. The noise level in the work environment is usually moderately quiet. Flexible and hybrid working is available for this position after an orientation period. Remote work for this position is subject to the department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall. Limited Term Employee (LTE): A fully benefited employee appointed to serve in a position scheduled to work a minimum of 30 hours a week for a specific project with a specific ending date.
