In Athens-Clarke County, our work focuses on the responsible delivery of voter-approved infrastructure and facility projects that demand strong technical judgment, disciplined project management, and effective collaboration with a wide range of stakeholders. This role is central to ensuring projects are delivered transparently, efficiently, and in a manner that reflects both community priorities and long-term public value. We are searching for a Project Manager to join our team supporting the Unified Government of Athens-Clarke County. This position is embedded with the County's Capital Improvement Program team and supports the delivery of multiple public infrastructure and facility projects funded through voter-approved local capital programs (SPLOST and Transportation SPLOST). The role requires strong technical judgment, critical thinking, and project management skills, combined with a collaborative consulting mindset and the ability to understand and balance diverse stakeholder needs within a highly engaged community. This position serves as an Owner's Authorized Representative embedded with Athens-Clarke County and reports to the Program Manager. The Project Manager oversees multiple capital projects from planning through design, construction, and closeout within an established program framework, with increasing independence as experience and familiarity with program requirements are demonstrated. Responsibilities include coordinating with internal departments, consultants, contractors, and the public; administering contracts; reviewing schedules and cost proposals; documenting decisions; and escalating issues as appropriate to ensure successful project delivery. The key areas of responsibility associated with this role will be: Project Delivery & Owner's Representation Effectively applies and enforces project standards as required by the Contract, the Specifications, and Jacobs Project Execution Standards. Manages assigned projects as the Owner's Authorized Representative, overseeing scope, schedule, resource selection, risk assessment, budget, and fees required for successful delivery. Facilitates User Group Meetings and coordinates technical input from stakeholders. Professionally resolves issues within delegated authority and documents decisions. Documents and advises Program Management of any foreseeable project challenges, required adjustments, agreements, and negotiations. Properly escalates issues to ensure on-time delivery. Contract Administration & Cost Management Reviews contract documents and related materials with the project team and relevant staff. Ensures compliance with project contract documents and terms. Sets turn-around time targets for reviews and monitors compliance with established project metrics; adjusts as required. Manages resource allocation throughout the project life cycle. Monitors and manages costs of internal and external resources to complete the established project plan. Monitors and manages all project costs and proactively addresses cost conflicts prior to execution of work authorizations. Ensures compliance with established billing procedures. Reviews and recommends progress pay estimates in a timely manner. Reviews, verifies, and certifies monthly engineering and contractor payment requests; compares progress billed against actual deliverables and advises management of discrepancies. Stakeholder, Public & Interagency Coordination Represents Jacobs and/or the Client in negotiations and communications with designers, contractors, agencies, and other stakeholders, in coordination with Program Management and Client leadership as appropriate. Directs and reports project progress and performance to Program Management and the Client. Establishes and maintains liaison relationships with Athens-Clarke County departments, consultant engineering firms, and outside agencies. Assists with public involvement and citizen outreach activities in coordination with the Owner's Public Information Office. Aids in ensuring responsiveness to citizen inquiries and timely resolution of complaints. Quality, Safety & Risk Management Ensures quality processes are planned and implemented in accordance with Program, Project, and Contract requirements. Proactively manages changes in project scope, identifies potential conflicts, and develops contingency plans for project success. Ensures project team members engage in safe work practices in compliance with site-specific safety procedures and industry standards. Ensures required safety equipment is available and utilized as necessary. Documentation, Reporting & Professional Practice Oversees administration of project documentation, including reports, meeting minutes, and contract records, in accordance with program requirements. Maintains all required contract records and project files. Manages projects and assigned work in a proactive, organized manner. Applies professional knowledge and experience to provide solutions, apply cost-effective practices, and adapt to changing project conditions. Performs other related duties as assigned. Here's what you'll need Basic Qualifications Bachelor's degree in civil engineering, construction management, architecture, or other applied technical disciplines related to the built environment. Minimum 57 years of progressive project management experience, including demonstrated ability to independently manage multiple projects and administer design and construction contracts in an owner-side, consulting, or public-sector environment. Excellent written and verbal communication skills, including the ability to prepare clear documentation, correspondence, and presentation materials. Experience in client service and stakeholder management, including coordination with diverse internal and external parties. Ability to quickly learn and adapt to a variety of project management and document control tools (e.g., MS Office Suite, Bluebeam, MS Project), primarily for project oversight, coordination, and reporting. Demonstrated flexibility and situational awareness, with the ability to adapt to changing project conditions and stakeholder needs. Demonstrated ability to exercise professional judgment, document decisions, and escalate issues appropriately within established governance structures. Preferred Qualifications Professional Engineer, EIT, or CCM Experience in the southeast US construction industry Excellent written communications skills Experience managing consultants and contractors in an owner-side or oversight role. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
