ABOUT THE POSITION We are seeking a strategic Procurement Administrator to lead and manage all aspects of the Court's procurement and contract operation. This position oversees a diverse team responsible for acquiring goods and services that support court-wide functions, ensuring compliance with California Judicial Branch Contracting Law, the Judicial Branch Contracting Manual, and other relevant legal and policy guidelines. This position plays a critical role in finding timely and cost-effective contract solutions for the delivery of essential and day-to-day court services, while mitigating risk. The Procurement Administrator also serves as the final approver and makes recommendations for contracts under $100,000, working closely with Court management to align purchasing strategies with operational needs. Key Responsibilities Lead and manage a team of procurement professionals responsible for acquiring goods and services in accordance with applicable state and local laws, including the Judicial Branch Contracting Manual and California Public Contract Code. Oversee the full procurement lifecycle, including contract development, competitive solicitations, risk assessments, compliance reviews, and final contract recommendations under $100,000. Ensure legal and policy compliance in all purchasing and contracting activities through thorough docuement review, training and mentoring procurement staff, and enforcing internal controls. Develop and implement procurement policies, contract templates, standard operating procedures, and training programs to improve efficiency and compliance. Represent the Court in negotiations, vendor discussions, external stakeholder engagements, and in resolving procurement-related disputes, protests or audits. THIS IS A TELEWORK ELIGIBLE OPPORTUNITY This position may be eligible for partial telework following a required three (3) month, on-site training period. SELECTION REQUIREMENTS To qualify, you must meet one of the following options at the final filing date of this bulletin: OPTION I: Bachelor's degreefrom an accredited four-year college or university in public or business administration, finance, law, supply chain, logistics or a closely related field - AND - two (2) years of experience at a level comparable to a Principal Procurement Analyst with the Superior Court of Los Angeles County or any other Court. OPTION II: Bachelor's degreefrom an accredited four-year college or university in public or business administration, finance, law, supply chain, logistics or a closely related field - AND - five (5) years of experience in purchasing and contracting, with at least three (3) years of which must have been in a role supervising or managing a team. OPTION III: Master's degree- AND - four (4) years of experience in purchasing and contracting, with at least two (2) years of which must have been in a role supervising or managing a team. OPTION IV: Juris Doctorate- AND - three (3) years of experience in purchasing, contracting or contract law, with at least one (1) year of which must have been in a role supervising or managing a team. OPTION V: Nine (9) years of experience in purchasing and contracting, with at least six (5) years of which must have been in a role supervising or managing a team. DESIRABLE QUALIFICATIONS Demonstrated experience leading public sector procurement teams and managing end-to-end contracting processes, preferably in a legal, court, government or other public sector setting. Strong working knowledge of the California Judicial Branch Contracting Manual, Public Contract Code, and other relevant procurement regulations. Proven ability to analyze legal and operational risks in contracts and procurement processes, and to develop effective strategies to address them. Skilled in building collaborative relationships with executives, legal counsel, vendors, and cross-functional teams to meet organizational goals. Excellent written and verbal communication skills, with the ability to present complex information to technical and non-technical audiences. Experience using enterprise procurement or contract management systems (e.g., PeopleSoft, SAP, Jaggaer, or similar platforms) Experience as a practicing attorney in the field of contract law.
