Salary: $34.82 Hourly Location : Rochester MN 55904, MN Job Type: Limited Term - FT Job Number: 20260019 Department: Public Works Opening Date: 02/20/2026 POSITION DESCRIPTION The City of Rochester welcomes applications for: Engineering Technician - Permits Inspection Limited Term Appointment: This is a limited-term position anticipated for up to 6 months, and is contingent upon the availability of allocated funds, as well as favorable performance by the incumbent. When the need for additional staff ends, the position will be eliminated unless Public Works chooses ongoing continuation. It takes us all working together Nature of WorkThe Engineering Technician - Permit Inspection assists with management of the public right-of-way (ROW) and delivery of the permits within the Municipal Services Division of the Public Works Department. Work assignments consist of both field and office duties; and providing direct customer services to residents and City teammates. Typical duties include but are not limited to, conducting field inspections of right-of-way (ROW) permits, including sidewalks, sanitary sewer, storm sewer, watermain installations, and construction restoration, maintaining accurate records and files following each inspection. This position will track inspection data using an Apple iPad, and a Trimble GPS Unit. Employees regularly communicate and collaborate with consultants, contractors, sub-contractors, property owners, utility companies, other departments, divisions and others involved in or affected by projects and are required to make independent decisions in resolving most problems but informing the supervisor of unusual or controversial problems. DUTIES AND RESPONSIBILITIES The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment. Administer the ROW obstruction and construction permit processes. Conduct field inspections to verify permitted work complies with City standards, codes, and approved plans. Research utility information and locations as requested by contractors, residents, City staff or others. Work with contractors to ensure adherence to permit requirements and City standards, addressing non-compliance as needed. Complete inspection reports using an iPad and a Trimble GPS unit. Provide public service to contractors, residents, and other agencies Respond to inquiries, complaints, and requests for information regarding ROW obstructions and construction projects. Meet with residents and owners abutting projects to discuss project related activities and coordination. Develop and maintain positive and effective working relationships with property owners, contractors, sub-contractors, and City staff. Perform support activities for the Municipal Services Division Prepare and maintain inspection documents. Support the Sidewalk Improvement District Program; maintain records and files, deliver excellent customer service to residents, contractors and City teammates. Assist other departmental personnel for special projects as directed by supervisor. Perform other duties as assigned or necessary.ESSENTIAL FUNCTIONS MINIMUM QUALIFICATIONSEducation and Experience A High School diploma or equivalent and six (6) years of experience as Associate Engineering Technician or equivalent position. OR An Associate's degree in Engineering Technology, Geography, GIS, Urban Studies, Planning, Public Administration or closely related field and two (2) years related experience OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
