Job Description

Primary Purpose: Supervise and lead the HVAC service team and all HVAC-related operations for the District Maintenance Department. Responsibilities include scheduling, assessment, repair, replacement, and optimization of HVAC systems districtwide. Oversee and manage the Building Automation Systems (BAS) to ensure energy efficiency and comfort. Maintain facilities in excellent operating condition to support uninterrupted educational use and provide a safe, climate-controlled, functional, and attractive environment. Provide leadership, technical training, and support to HVAC staff while coordinating HVAC/BAS schedules for campus and district-level events in alignment with district goals. Minimum QualificationsEducation/Certification - High School Diploma or GED EPA Universal Certification / Refrigerant Recovery Certification Valid TDLR Air Conditioning and Refrigeration Contractor's License (Class A, B, or C), or ability to obtain within one year (district-paid) Valid Texas Driver's License with an acceptable driving record Other Requirements Must be familiar with current NEC and HVAC codes and revisions Strong working knowledge of HVAC control software, controllers, electrical circuits, and controller firmware Must successfully complete a fingerprint-based background check (approximately $50, applicant-paid) Valid Texas driver's license with a good driving record (must meet and maintain liability coverage eligibility) Knowledge/Skills Thorough knowledge of commercial HVAC, heating, cooling, and refrigeration systems Ability to independently operate, troubleshoot, and optimize HVAC and BAS systems Knowledge of boilers, chillers, cooling towers, pumps, air handlers, condensers, and VFDs Ability to read and interpret blueprints, diagrams, and schematics Strong organizational, record-keeping, and computer skills Excellent oral and written communication skills Ability to work effectively with staff, contractors, and district stakeholders Experience: At least five (5) years' experience in Commercial HVAC service Two (2) years' supervisory experience, preferred Knowledge of service techniques and ability to read and interpret blueprints, diagrams and schematics Ability to diagnose and resolve HVAC system malfunctions and issues Knowledge and ability to service / maintain / repair boilers, cooling towers and chillers Working knowledge of various automated controls systems Ability to communicate and follow verbal and written instructions Ability to operate lifts, hand and electric tools Knowledge of OAU and HRU - Valent, Aaon, and Annexair manufacturers Major Responsibilities and Duties (The following statements describe the general purpose and responsibilities assigned and should not be construed as an exhaustive list of all responsibilities, skills, efforts, or working conditions that may be assigned or skills that may be required.) HVAC Operations & Supervision Receive, assign, and track HVAC work orders; ensure timely completion and documentation Supervise HVAC staff and coordinate work with other maintenance supervisors Install, diagnose, repair, and maintain HVAC systems and components Perform and oversee preventive maintenance programs Repair, replace, and calibrate HVAC controls, thermostats, wiring, and electrical components Provide technical guidance and hands-on support to HVAC technicians Work in conjunction with other Maintenance Supervisors to complete projects assigned to the Maintenance Department. Manage / Install / Diagnose / Maintain various types of HVAC systems. (Chillers, Boilers, Pumps, Air handlers, Variable frequency drivers, mini split, related systems and equipment) Professionalism The Educators' Code of Ethics is set forth in the Texas Administrative Code to provide rules for standard practices and ethical conduct toward students, professional colleagues, school officials, parents, and members of the community. Rule §247.1 Purpose and Scope; Definitions Rule §247.2 Code of Ethics and Standard Practices for Texas Educators Budget and Inventory Assist in preparing and managing the HVAC department budget Ensure cost-effective use of funds and resources Plan and manage inventory, stock control, and equipment replacement Initiate and approve purchase orders, bids, and invoices in accordance with district policy Building Maintenance The supervisor manages administrative, fiscal, and facilities functions responsibly through activities such as the following: Ensure that district facilities are functional, safe, clean and well maintained. Review and maintain written procedures for HVAC maintenance, repair, and operations of all district buildings and equipment. Develop and implement processes for optimization of HVAC systems. Participate in walkthroughs, review meetings, and substantial completion site meetings for new bond construction, additions, and renovations as assigned. Coordinate work with other maintenance departments, site-based staff, and contractors. Collaborate with other maintenance departments to resolve issues and maintain the physical environment of District facilities. Communicate effectively and professionally with School Leadership, District central staff, site-based staff, and community stakeholders. Communicate regularly with other supervisors, directors, the executive director, and other designated contacts within the organization. Lead team to identify opportunities and implement strategies to prolong the life of equipment and save energy. Inventory and Equipment The supervisor prevents loss and damage of district property through activities such as the following: Develop, implement, and maintain preventive maintenance schedules for HVAC equipment using the Computerized Maintenance Management System (CMMS) Conduct regular inventory of physical equipment and supplies and maintain accurate records. Order tools, equipment,and supplies as needed. Develop a comprehensive inventory of parts and equipment related to each facility. Contribute to the quality control process through systematic checks of HVAC equipment related to filter and belt services performed by contractors. Policy, Reports, and Law The supervisor manages administrative, fiscal, and facilities functions responsibly through activities such as the following: Ensure compliance with federal and state law, State Board of Education rule, and local board policy. Develop and update HVAC services and controls handbook, action process, onboard training and other documents required to support the optimization of the HVAC services provided in the district. Safety The supervisor promotes safety through activities such as the following: Maintain safety standards in accordance with federal, state, district, and insurance regulations and train assigned staff on proper and safe use of equipment and chemicals. Ensure that established safety procedures are followed including lifting and climbing. Make sure that tools and equipment are operated, and chemicals handled according to established safety procedures. Correct unsafe conditions in the work area and promptly report any conditions that are not immediately correctable to the supervisor. Follow established procedures for locking, checking, and safeguarding facilities. Participate in development of the district's disaster plan and be prepared to take an active role in responding to emergencies as needed. Professional Growth and Development The supervisor provides leadership in professional growth and development through activities such as the following: Direct training and ongoing professional development of workers to improve work performance and acquaint workers with district policies and procedures as well as state and federal laws and regulations. Participate in state level organizations to stay abreast of latest research and best practices. Conduct internal trainings to provide information and technical assistance to assigned staff Attend trade conferences and trainings to maintain knowledge and understanding of HVAC trends Participate in all meetings and professional development opportunities to keep abreast of innovative techniques in maintenance operations. Complete required training for continued certification and licensures Qualities of an Effective Supervisor The supervisor exhibits qualities such as the following: Daily attendance and punctuality at work are essential functions of the job. Provide training and support to assigned staff and department staff related to HVAC, Controls, and general maintenance processes Shall comply with District policies, as well as state and federal laws and regulations. Shall comply with the standards of conduct set out in Board Policy DH (Legal) and (Local) and with any other policies, regulations, and guidelines that impose duties, requirements, or standards. Demonstrates a high level of personal integrity, a collaborative leadership style and high ethical standards. Keeps informed of and comply with state, district and campus policies affecting schools. Maintain confidentiality in all aspects of communication related to district staff, processes and procedures Provides training, orientation, and documentation to all assigned staff related to HVAC systems, equipment, and related processes Attends meetings and professional development as required. Accepts responsibility for the efficient operation of the department/area. Perform other duties as assigned by the administration. Supervisory Responsibilities Select, train, supervise and evaluate staff and make recommendations relative to assignment retention, discipline, and dismissal for assigned HVAC and maintenance personnel. Compile and maintain, and file all reports, records and other documents as required including maintaining accurate information for payroll reporting (timecards, tardiness, and absenteeism). Equipment Ladders, personnel lifts, hand and power tools, refrigerant reclaiming machine, vacuum pump, soldering equipment, and light truck or van. Electrical meters, leak detector, manometers, velometer, manifold pressure gauges, and amp meter. Technology devices, computer, district radio, and telephone. Working ConditionsMental Demands/Physical Demands/Environmental Factors: Maintain emotional control under stress and work with frequent interruptions. Repetitive hand motions, prolonged sitting, and prolonged use of computers. May require moderate standing, stooping, bending, lifting, walking, climbing, pulling, pushing, reaching, moving, and carrying up to 50 lbs. Work indoors and outdoors to conduct on-site inspections of all district facilities Frequent exposure to: temperature extremes (hot and cold), humidity extremes, noise, low or intense illumination vibration. Occasional exposure to: biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.), work outside, work around moving objects or vehicles, work on slippery and uneven surfaces.
