Supervision includes workload analyses, assignment of work, and review of work performed by direct reports. This role leads projects to provide specialized software application support for Court Information Technology systems; performs complex aspects of configuration, testing, implementation, and documentation for assigned enterprise applications; oversees business process analysis to identify technology solutions that meet operational needs; supports direct reports in training end users; monitors application systems for integrity and performance; and performs related duties as assigned. SUPERVISION RECEIVED AND EXERCISED Receives general directions from Information Technology Director. Exercises direct supervision over professional and technical staff. Class Characteristics: This position is a supervisory-level classification in Information Technology Business Solutions. Positions at this level are responsible for performing the most complex work or provide assistance as new or unusual situations arise. This role exercises independent judgment with accountability for planning, organizing, supervising, reviewing, and evaluating the work of assigned staff, ensuring the efficient functioning of computer systems, networks, and software applications, and providing technical support to end-users as well as providing professional-level support to management. Supervises the day-to-day activities of information technology staff, including applications and, systems, design, development, implementation, deployment, and support Assigns, reviews, and evaluates the work of staff; participates in employee selection, staff development, performance evaluations, progressive disciplinary process; plans and implements cross-training; reviews employees' work to ensure quality and accuracy, and provides ongoing feedback as to performance. Plans, directs, and monitors the development and the implementation of assigned technology projects; acts as team leader, project manager, and/or technical specialist for large, sensitive, broad based, and complex projects affecting many users, departments, and outside organizations; coordinates the activities of Court and contract personnel through all phases of information technology projects; plans, guides, and tracks information for technology projects ensuring effective capture of documentation associated with project deliverables and resources including staff and budget. Provides support and monitors activities of assigned Business Solutions work; identifies opportunities for improving service delivery and procedures related to the service and support of core business software, the resolution of systems issues, and the maintenance of system integrity; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements. Oversees the analysis, testing, and troubleshooting of business processes and software application workflows; directs teams in implementing functionality changes, customizing settings, and maintaining system security, including user access. Oversee operational business practices, workflows, and policies to support the configuration and implementation of software applications; ensure industry best practices are utilized and that effective and efficient use of the applications is applied in the development of process logic. Oversee and support the configuration of third-party software to meet business requirements and ensure that periodic application updates and upgrades are prepared for deployment, ensuring the software is up to date. Directs and oversees the development of test scripts and the implementation and monitoring of testing processes to ensure third-party and internal applications meet design specifications; guides testing environment parameters; supervises coordination of data migration between testing and production environments; reviews compiled testing data and ensures timely distribution for management review; approves and prioritizes modifications as needed. Leads and participates in procurement-related activities, including drafting and reviewing RFPs (Request for Proposals), RFQs (Request for Quotations), RFIs (Request for Information), and RFOs (Request for Offers); ensures technical specifications and business requirements are accurately represented; collaborates with vendors and internal stakeholders throughout the solicitation, evaluation, and selection process. Manages the implementation and rollout phases of programs and applications; develops redesigned business practices; troubleshoots escalated issues; provides continual support of applications by researching, logging, resolving, and documenting issues. Oversee change and release management practices to ensure smooth deployment of updates, adherence to governance standards, and minimal disruption to business operations. Oversees and supports unit training activities, including the development of training materials, such as tutorials and instruction manuals; delivers training to groups or one-on-one as needed. Finalizes technical documents and specifications for assigned tasks/projects; updates as needed. Participates in designated meetings, committees, and/or task forces; coordinates with county and state management staff; works closely with other members of project teams for assigned projects and initiatives. Reviews professional journals and articles and participates in vendor-provided training to remain current on trends and innovative solutions for enterprise applications and technology programs. Observes and complies with all Court and mandated safety rules, regulations, and protocols. Performs related duties as required. Qualifications Knowledge of: Principles and practices of employee supervision, including work planning, assignment, review and evaluation, discipline, and the training of staff in work procedures. Project management principles, techniques and methods Operations, services, and activities of a comprehensive information technology program Principles and practices of software development life cycle (SDLC) and other application/systems design, functionality, and analysis Principles of business processes and court operations processes commonly supported by applications Principles, practices, methods, and techniques of troubleshooting, diagnosing, and resolving a variety of technology and application issues Methods and techniques of eliciting information and performing diagnostic procedures on technology systems. Experience with change and release management practices, including planning, scheduling, and coordinating deployments in alignment with organizational governance and risk controls. Obtain accurate and complete information from end users to identify needs and problems and develop effective responses and solutions. Work collaboratively with the procurement team on RFP (Request for Proposal), RFQ (Request for Quotation), and RFI (Request for Information) processes, ensuring technical requirements are clearly defined and aligned with business objectives." A typical way to obtain the required qualifications would be: Equivalent to a bachelor's degree with major coursework in information technology, Management Information Systems, computer science, or a related field. Five (5) years of information systems technical support experience. Supervisory or Lead experience is strongly preferred.
