PAY AND BENEFITS Annual Pay Range: $95,819.85 - $129,356.76 Hourly Pay Range: $46.067234 - $62.190749 Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position. This position is classified as a Quality and Data Supervisor. The Health and Housing Systems Integration Supervisor develops and sustains systems to improve outcomes for people experiencing homelessness and other vulnerable populations. In this role, you will provide leadership and oversight for staff responsible for planning, policy development, contract management, and service delivery related to health and housing integration. The supervisor supports integrated health and housing initiatives with county leaders, healthcare partners, and community organizations, including Medicaid waiver services and behavioral health integration. This role improves coordination, strengthens partnerships, and expands access to services for people experiencing homelessness and complex needs. The supervisor also oversees service contracts, monitors performance, and supports quality assurance and improvement. This position contributes to policy, planning, evaluation, and funding activities for sustainable health and housing integration. The ideal candidate is a strategic leader with experience integrating health and housing systems, leading teams, managing programs, and building partnerships. They translate complex ideas into strategies, communicate well with stakeholders, and advance equity through inclusive practices. They excel in dynamic environments, balance priorities, and focus on outcomes and accountability. Above all, they are motivated to improve systems and expand access for people facing housing instability and health challenges. This position offers the opportunity to drive systems-level change in community well-being. The Supervisor shapes policies, programs, and partnerships to address homelessness, health disparities, and service gaps. Required Minimum Qualifications/ Transferrable Skills: A minimum of five (5) years of related experience in health, housing, behavioral health, or human services that would provide the required knowledge and skills to perform the responsibilities of this position. A minimum of two (2) years of the experience must include lead, supervisory, or program management experience Proficiency in key concepts related to Equity, Diversity, and Inclusion, and demonstrated experience advancing racial equity in a workplace and/or community setting Ability to organize and present information in a clear, concise, and logical manner Ability to communicate complex issues to individuals with various levels of knowledge and understanding of the issue Strong communication skills, both written and oral Ability to identify, review, and problem-solve complex issues, structural design, and other technical problems Ability to establish and maintain relationships with community and regional partners and county staff to coordinate, implement, and streamline services Preferred Special Qualifications/ Transferrable Skills: Experience supervising or managing in a union environment Experience in community engagement, collaboration, and partnership development in health systems, government, or community-based organizations Knowledge of Medicaid, Coordinated Care Organizations, the Oregon Health Authority, and healthcare providers Pre-Employment Requirements: Must pass a criminal history check, which may include a national or state fingerprint records check Driving is required for county business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment. TYPICAL TASKS Duties may include, but are not limited to the following: Hire, manage, and direct staff, including training, oversight, regular employee evaluations, and team development. In partnership with the Deputy Director, engage with regional and statewide system partners on housing/health system integration, including Coordinated Care Organizations, the Oregon Health Authority, and healthcare providers, to develop and implement Medicaid waiver services, Medical Respite, Behavioral Health integration, and other relevant housing/health integration opportunities. Develop policy and implementation procedures for integrating housing and health systems, including Medicaid 1115 waiver housing benefits, Medical Respite, behavioral health integration, etc.; manage division staff supporting housing/health integration implementation. In partnership with the division's Deputy Director, work internally with staff across County Departments and Divisions to implement health/housing integration systems, and improve access and coordination for people experiencing homelessness. Coordinate across the Health, Housing & Human Services Divisions to align and allocate resources related to housing/healthcare system integration, ensuring that the needs of people experiencing homelessness are addressed throughout the county. Monitor and evaluate the effectiveness of housing/healthcare system integration, program policies, data tracking and reporting, and develop quality assurance standards and improvements to implementation. Quality assurance regarding contracts (contract management) and programs (health/housing case conferencing), including initiating contracts, managing contracts, quality assurance/monitoring, etc. WORK SCHEDULE This position is included in the county's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework, subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager at the time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
