Ferc Oatt Regulatory Compliance Consultant Puget Sound Energy's (PSE) Transmission Services and Contracts team is looking for a Regulatory Compliance Consultant to support the management of its Federal Energy Regulatory Commission (FERC) Open Access Transmission Tariff (OATT) Compliance Program. This is an excellent opportunity to play an important role in ensuring that PSE meets compliance requirements that enable open access to PSE's transmission system as it develops solutions to meet its customers' future clean energy needs. The FERC OATT Regulatory Compliance Consultant provides expertise, guidance, and oversight in researching, planning, developing and implementing programs to ensure PSE complies with its OATT and related regulatory requirements. This individual advises internal departments of regulatory requirements, develops and conducts employee training on the relevant requirements, and provides input into federal and state rulemaking proceedings. Additionally, this individual monitors, tracks, and interprets federal and state regulations, orders, and rules to stay informed and ensure PSE is compliant with current and changing requirements. The FERC OATT Regulatory Compliance Consultant upholds the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety. The individual in this role demonstrates a commitment to conduct business honestly, ethically and consistent with PSE's core values and Code of Conduct, and ensures duties are performed in accordance with all regulatory compliance obligations. Job Responsibilities Researches and remains current on federal, state and other statutes, regulations and orders. Plans, develops and implements processes and controls to ensure compliance with PSE's OATT and related regulatory requirements. Tracks implementation of new federal regulations under PSE's OATT. Develops training programs to ensure employees are knowledgeable regarding regulatory compliance issues and conducts training as needed. Coordinates with personnel in other departments to meet cross-functional compliance standards and timelines. Supports business units in formal audits. Interacts with internal and external auditors to provide support and address audit concerns; implements responsive and corrective solutions. Performs investigations, as necessary, related to potential regulatory/compliance violations. Provides input into federal and state rulemaking proceedings. Works cooperatively across the organization and company where applicable, to communicate pending or upcoming regulatory proposals and for obtaining input in aligning regulatory proposals with PSE's objectives. Develop complete and executable plans to meet FERC OATT compliance requirements, working closely with compliance program managers and relevant business units. Supports assessments of the effectiveness of compliance controls. Formulates sound control practices and processes for managing potential risks and exposures. Maintains oversight of monitoring and tracking of employee required compliance training. Coordinates the preparation and submission of regulatory filings with FERC. Provides support of the department's customer-facing website. Performs other duties as assigned. Minimum Qualifications Bachelor degree in engineering, public policy, business, accounting, finance, economics or applicable field and eight years of relevant experience; or an equivalent combination of education and experience. Strong written and verbal communication skills. Must be self-directed and willing to mentor peers and team members. Thorough understanding of utility operations and regulations, and as may be related to specific area of regulatory/compliance specialty for department. Thorough understanding of federal and state rules and regulations. Proficiency in Microsoft Office Excel, Word, PowerPoint and Access or other database applications. Desired Qualifications Thorough understanding of compliance regulations and processes specific to FERC transmission compliance and regulatory requirements. Prior work experience at an electric utility in regulatory compliance, transmission, legal, operations, engineering, or applicable functions. Experience performing internal compliance investigations, compliance assessments, mock audits, and gap analysis. Experience developing and implementing compliance policies, procedures, and internal controls. Exceptional written and verbal communication skills, including experience interfacing with regulators and senior company leadership. Advanced degree (CPA, MBA, MPA, JD), PE, PMP or experience in public policy. Additional Information
