Who We're Looking For We are seeking a motivated and experienced professional to deliver Zoning Officer services to our municipal clients in Lycoming, Montour, and Columbia counties, as well as the surrounding region, on a full-time basis. The successful candidate will serve as a technical consultant responsible for delivering professional zoning administration, enforcement, and customer service functions on behalf of assigned municipalities. This role includes independent fieldwork, ordinance interpretation, public communication, and regular collaboration with municipal officials and community stakeholders. The candidate may work out of either the Bloomsburg office or Selinsgrove office . Requirements • Minimum of five years of progressively responsible experience in zoning administration or as a Zoning Officer, ideally within or in direct service to municipal government. Candidates should demonstrate strong familiarity with municipal operations, land use processes, and community development workflows. • Professional certification preferred, including: o ICC Certified Zoning Official (CZO) and/or o Pennsylvania Association of Zoning Officials (PAZZO) CZO Certification • Floodplain management expertise is highly desirable, including possession of a Certified Floodplain Manager (CFM) designation or equivalent experience administering floodplain ordinances and reviewing development in regulated flood hazard areas. • Strong procedural and administrative competency, including: o Use of standardized procedures, forms, and checklists o Preparation and issuance of Notices of Violation (NOVs) o Reviewing, refining, and consistently applying uniform templates for zoning decisions, correspondence, and approvals o Ensuring documentation accuracy and regulatory compliance • Comprehensive experience with diverse zoning topics and permit types, including residential, commercial, agricultural, industrial, and special or conditional uses, as well as accessory structures, signage, and other regulated activities requiring zoning approval. • Demonstrated participation in municipal meetings, including regular interaction with: o Zoning Hearing Boards o Planning Commissions o Governing bodies such as Borough/City Councils or Township Board of Supervisors • Candidates should be comfortable presenting cases, offering technical guidance, and responding to public and official inquiries. • Professional community engagement preferred, including prior involvement with local government committees, community organizations, or relevant professional associations such as APA, PMPEI, ICC, or PAZA. • Valid Pennsylvania driver's license and reliable transportation, with the ability to travel independently to multiple client locations for inspections, meetings, and fieldwork. • Strong organizational abilities, including the skill to manage time effectively, prioritize complex workloads, and coordinate resources across multiple municipalities. • Proven communication skills, both written and verbal, with the capacity to work independently, conduct remote work efficiently, and operate with minimal direct supervision. • Demonstrated ability to build and maintain positive, professional working relationships, both internally with colleagues and externally with municipal officials, residents, contractors, and design professionals.
