Personnel Recovery/Training Program Coordinator The ProSidian & Solkoa (Engagement Team) seek a Personnel Recovery/Training Program Coordinator Program Analyst (Level 9) [CLIN0002 Full Time] The Federal Law Enforcement Agency space at approved locations including OCONUS. Most of the work will be performed at the Agency's Office of Training, Quantico and Stafford, Virginia. to support an engagement for a Federal Law Enforcement Agency. Provide a Federal Law Enforcement Agency with Personnel Recovery (PR) Subject Matter Experts (SMEs) to further its existing Personnel Recovery (PR) Program behalf of The Law Enforcement Agency's, Office of Training (TR) with training to entail incorporating a one (1) day training regimen pertaining to Academic Resistance Laboratory Training (ARL). The ProSidian Engagement Team will also conduct a biannual Backcountry Skills Week training course, speak to, and develop a course syllabus for the anticipated future ten (10) day Personnel Recovery Emergency Preparedness (PREP)/Foreign Affairs Counter Threat (FACT) courses. Personnel Recovery SMEs shall suggest new policies and procedures, conduct/assist inter-agency coordination and provide training and operational support to The Law Enforcement Agency personnel that could potentially be isolated from other friendly personnel or detained by a terrorist or criminal elements while deployed Outside the Continental United States (OCONUS). The ProSidian Team shall provide training to The Agency Personnel, Task Force Officers, The Agency's Emergency Support Function (ESF-13), Other Government Agencies (OGAs), and foreign host nation counterparts. The SMEs shall be familiar with Department of State (DoS) Smith Training and High Threat Security Overseas Seminar (HTSOS), Serving Aboard for Families & Employees (SAFE), Foreign Affairs Counter Threat (FACT), and Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS). These SMEs shall provide training and recommend necessary information to be included in interagency Memorandum of Agreements (MOAs)/Memorandum of Understanding (MOU's) required to ensure The Law Enforcement Agency Personnel is incorporated into the existing Personnel Recovery (PR) infrastructure within the Department of Defense (DoD), DoS, and OGAs. SMEs shall provide training and logistical support for the Law Enforcement Agency's Office of Training (TR) and deploy assistance in both Continental United States (CONUS) and OCONUS training deployments. This is a Full-Time ProSidian employed W-2 position with commensurate benefits and competitive salary. The ideal candidate shall work to support requirements as a Personnel Recovery/Training Program Coordinator Program Analyst (Level 9) [CLIN0002 Full Time] and The Personnel Recovery and Training Program Coordinator shall provide operational and intelligence support to the specified evasion and recovery tasks, and the implied survival task, inherent in The Federal Agency PR Program. Also, any anticipated future PREP courses. Personnel Recovery and Training Program Coordinator shall also work to develop a course syllabus and maintain lesson plans for the five (5) to ten (10) day PR II, Advanced PR III, and anticipated future PREP courses of instruction conducted throughout the year. Personnel Recovery and Training Program Coordinator shall coordinate with the Task Monitor (TM) on schedule. The Personnel Recovery and Training Program Coordinator shall develop a course syllabus and maintain lesson plans for the five (5) day Backcountry Skills Week course of instruction conducted on a biannual basis. The training shall consist of survival skills such as navigation, signaling, water procurement, fire making, shelter building, and tracking. Course curriculum shall continue to evolve based on any new/improved survival techniques. Personnel Recovery and Training Program Coordinator shall coordinate with the Task Monitor (TM) on schedule. The Personnel Recovery and Training Program Coordinator shall adhere to The Federal Agency policies, regulations, guidance, operational requirements, and terminology. While OCONUS, Personnel Recovery and Training Program Coordinator shall also adhere to DoS policies, regulations, guidance, operational requirements, and terminology. The Personnel Recovery and Training Program Coordinator shall be certified in Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) and have current certifications. Any CPR/AED training needed to keep valid certifications shall be at the expense of Personnel Recovery and Training Program Coordinator. Personnel Recovery and Training Program Coordinator shall be familiar with the DEALS. Qualifications At no time will ProSidian personnel be supervised by the Fed. Gov Agency personnel. However, Government assistance is available to provide technical and policy guidance through the assigned representatives. The ProSidian Team Member's and other ProSidian employees will have a fixed 8 hour day ranging from 6:00 am to 6:00 pm Monday through Friday, excluding federal holidays. Telework is not authorized for this contract. Extended hours of work may be required during the week or on weekends to meet priorities. All documents submitted to and related to project accomplishment must be developed on electronic media shall be compatible with the requisite version of Microsoft Word, Excel, Auto Cad, or other software, as required. The ProSidian Engagement Team shall maintain individual project files consisting of background information, design notes, and other material for assigned projects. Personnel Recovery and Training Program Coordinator shall possess a minimum of eight (8) years of experience in law enforcement, or military, operations and intelligence disciplines with a minimum of five (5) years of experience in Joint or Interagency assignments and five (5) years of experience related to the PR functional areas. Previous interactions with DoS Diplomatic Security Services, Regional Security Officer are not required, however, it is preferred. Personnel Recovery and Training Program Coordinator shall possess or be capable of obtaining and maintaining a TS clearance with SCI access. Personnel Recovery and Training Program Coordinator shall have a minimum of four (4) years of recent experience in delivering classroom and experiential training. Personnel Recovery and Training Program Coordinator shall have a minimum of four (4) years of recent experience in conducting liaison support with other OGAs and partner nation representatives. Personnel Recovery and Training Program Coordinator shall have a minimum of five (5) years of recent experience in supporting PR functional areas to include: governing authorities and guidance, training, operations, and intelligence support. Personnel Recovery and Training Program Coordinator shall have a minimum of five (5) years of recent experience working in various intelligence disciplines, the intelligence cycle, and operational requirements. Personnel Recovery and Training Program Coordinator shall have a minimum of five (5) years of recent experience working with Special Access Programs and support related to these types of programs. Personnel Recovery and Training Program Coordinator shall be capable of obtaining and maintaining a valid U.S. driver's license and passport. Any expenses associated with either, shall be at the cost of Personnel Recovery and Training Program Coordinator.
