This high-impact role sits at the center of maintenance operations, financial strategy, and executive decision-making, guiding biennial budget development, work program planning, cost recovery oversight, and performance analysis for a complex and service-driven organization. Job Duties Maintenance Budget & Work Program Development Lead development and publication of the Maintenance biennial budget and annual work program using Computerized Maintenance Management Systems (CMMS) and related budgeting systems. Provide technical analysis for complex work planning and budget development. Financial Monitoring & Program Evaluation Produce and present monthly planned vs. actual financial and production reports. Monitor task-level performance, identify variances, and recommend corrective actions. Cost Recovery Oversight Serve as program owner for the Maintenance loan-in/loan-out work program, including tracking labor, equipment, and reimbursable work for capital projects and external agencies. Systems Integration, Asset & Rate Management Maintain asset inventories and update labor, equipment, and material rates within cost estimating systems. Support system upgrades, enhancements, and user testing efforts. Operational & Emergency Financial Support Provide financial oversight for Maintenance applications and operational tools, including transaction validation and reporting. Maintain readiness for emergency project setup and support real-time storm and snow event cost tracking. Other duties as assigned. Values Serve with integrity. Show initiative and work hard. Knowledge of financial and work management systems (Oracle EBS, Anaplan, Cityworks/Roadworks, Power BI or similar). Understanding of cost recovery, rate modeling, and reimbursable project structures. Familiarity with emergency response cost accounting Skill in developing financial analyses, policy recommendations, and executive-level reports. Ability to reconcile data across multiple systems and ensure reporting accuracy. Strong written and verbal communication skills. Strong organizational skills with the ability to manage multiple deadlines and recurring reporting cycles. Ability to collaborate effectively with operational supervisors, field staff, and leadership. Strong critical thinking and problem-solving skills. Experience preparing and presenting data. Desired Qualifications Experience in transportation, infrastructure, or maintenance-related operational finance. Experience with County Road Administration Board reporting, asset management systems, and work management platforms. Experience supporting system upgrades or cross-platform financial data integration. This position is Exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay. We work in the office at least three days a week to foster connection and responsiveness, arrive prepared and on time, and structure meetings with clear goals and next steps.
