Job description Foreign Military Sales (FMS) Country Program (CPM) Support At PROJECTXYZ, we understand that the most important piece of our business is our people. Headquartered in Huntsville, AL, PROJECTXYZ supports customers across many locations and functional areas including Logistics, Engineering, Information Technology, and Alternative Energy. Purpose of Position: Provide support to the Country Program Manager for various processes required to develop, implement, execute, and close FMS cases. Duties and Responsibilities (Essential): • The contractor shall provide program management support and recommendations for Army FMS systems. Support shall include the integration of data based on the customer requirements; USASAC program policies and procedures; and the programmatic and logistics data obtained from the FMS Managers. • The contractor shall perform research and analysis of defense articles, training and services requested by the FMS customer and report the impacts of Operations and Support (O&S), sustainability, availability, and costs of ownership of the system. • The contractor shall provide input, recommendations, coordination (administrative, facilities, communication, transportation, etc.) and other support for the conduct of Security Assistance and engagements with U.S. and foreign Government representatives. These representatives may range from junior level to Heads of State. • The contractor shall provide analysis of FMS defense articles, training and services to meet international security assistance requirements. This analysis will be from the perspective of providing a Total Package Approach (TPA) to USASAC's FMS Partners, as well as, how to reduce risk while meeting organizational performance standards. • The contractor shall provide recommendations for the formulation and revision of draft international agreements. • The contractor shall prepare appropriate briefings and backup material used to present issues. All briefing support shall be coordinated sufficiently in advance of the review to permit USASAC management the opportunity to review the package. • The contractor shall assist with providing input, analysis, and prepare draft correspondence. • The contractor shall help when needed, regarding the development of co-production documentation. This includes review of key documentation (e.g., statements of work and production plans) prior to delivery to co-production countries. • The contractor shall assist with providing support for various meetings to include but not limited to Program Management Reviews (PMRs), Financial Management Reviews (FMRs), and Case Management Reviews (CMRs). Support shall include but not limited to gathering and analyzing information on programmatic, logistical and financial issues. • The contractor shall assist with providing support for basic LOAs, LOA modifications and amendments from the USASAC CCMs and CPMs; validate FMS contract obligations for the country, case and lines applicable to the financial review; close lines applicable to the financial review that are supply/service complete. • The contractor shall research and provide recommendations for Government responses to internal/external inquiries regarding FMS defense articles, training and services and associated support. • The contractor shall track FMS defense articles, training, and services from the time of case implementation to receipt of assets, training and services in country. Status shall be monitored and updated to reflect program/case changes such as amendments, realignments, or modifications. Assets that are "lost" or unaccounted for shall be identified as candidates for intensified management. • The contractor shall perform analysis of non-U.S. GFE and make recommendations on the impact of such equipment on the interoperability, supportability and operations of defense articles to be purchased or operated by foreign nations. • The contractor shall assist with performing planning and preparation activities for Program Management Reviews (PMRs), Financial Management Reviews (FMRs), Country Management Reviews (CMRs), and briefings. • The contractor shall provide briefing support for PMRs, FMRs, CMRs. Support shall include at a minimum gathering and analyzing information on programmatic, logistical and financial issues. • The contractor shall provide input and analysis of information for inclusion in planning and support for all phases of an FMS Case from Pre LOR to Case Closure. The contractor shall develop recommendations and support the preparation of contract requirements packages to ensure that FMS Case requirements are adequately planned, evaluated, acquired, and delivered in accordance with the terms of FMS case agreements. • The contractor shall assist with the review of basic Letters of Offer and Acceptance (LOA), amendments, and Modifications to ensure packages include all relevant information. • The contractor shall provide analysis and recommendations in support of FMS requirements involving U.S. support for foreign built and U.S. Non-standard weapon systems. This includes, but is not limited to, recommendations on staffing, technology transfer, funding requirements, procurement strategies, logistics support, and FMS Case Management. • The contractor shall assess plans, documents and FMS related materials and advise USASAC on identified problem areas, and programmatic, technical and schedule risks. Qualifications: • An Active US Government Security Clearance • Bachelor's degree such disciplines as Logistics Management, Supply Chain Management, Project Management, Business Administration, Accounting, Contract Management, Business Law, Economics, Strategic Studies, Foreign Policy, International Studies, Political Science, Liberal Arts, Education, or other related technical, or professional disciplines. • Six years of logistical experience is required. • Must be fully knowledgeable of FMS case management and the governing regulations, policies and computer systems, applications, and programs with at least five years directly related experience. • Applicant must be able to interact with a wide range of customers to include the foreign customer with professionalism and diplomacy. • Applicant must possess excellent oral and written skills. • In lieu of a degree, six additional years of related experience is required. • Prior experience with Army Logistic systems is highly desirable. • Prior experience with FMS is desirable.
