General Description: This team member is responsible for synthesizing historic grant program information currently maintained in .csv format into a comprehensive database, including designing the database, standardizing data and populating it into the database, and developing methodologies for entering and updating new data on an ongoing basis. The role will involve maintaining the database to ensure data integrity and accessibility. Additionally, the position requires creating analytics and visualizations, integrating other demographic and geographic information, to support leadership decisions, including developing interactive dashboards and map overlays using GIS tools. The incumbent will analyze monthly performance data for up to three (3) programs, submitted by grant-awarded organizations manually and through an electronic grant management system, to identify service trends. This includes monitoring quarterly performance data for each organization and compiling data for the quarterly Legislative Budget Board (LBB) performance report. Utilize various software and visualization tools to design, manage, and maintain data visualizations to interpret trends, monitor service delivery and performance, track key performance indicators, and assess whether grant-awarded organizations meet established performance benchmarks. Essential Duties and ResponsibilitiesAcquire, clean, and synthesize historic grant program data from Excel and .CSV sources to design, build, populate, and maintain a comprehensive database with ongoing data entry and update methodologies. • Acquire data from primary/secondary sources, design/maintain databases, consolidate data, and ensure data quality and integrity Ensure data quality, integrity, and accessibility while consolidating information from primary/secondary sources and electronic grant management systems. Analyze large datasets using statistical tools to identify trends, patterns, anomalies, and variances; monitor monthly and quarterly performance for up to three programs; and compile data for the Legislative Budget Board (LBB) quarterly performance report. Use GIS tools to plot data on maps, create geographic overlays, and illustrate spatial trends in service delivery. Develop, build, and maintain interactive dashboards and real-time visualizations (including map overlays) to track Key Performance Indicators (KPIs), interpret performance trends, and assess compliance with benchmarks. Create clear reports, charts, and data stories that translate complex findings into actionable insights for leadership. Provide data-driven recommendations to agency leaders on performance measurement results and opportunities for improvement to support decision-making and strategic planning. • Plot data on map and use overlays illustrating geographic distribution. • Use statistical tools to analyze large datasets, identify trends, patterns, and anomalies, and perform variance analysis. Develop, build, and maintain dashboards for real-time monitoring of Key Performance Indicators (KPIs). Create clear reports, charts, and dashboards to communicate findings and tell a compelling story with data. Translate complex data into actionable insights, identify opportunities for improvement, and recommend changes. Ability to advise agency leaders on performance measurement results and integrate performance improvement recommendations into agency-wide strategic planning initiatives. Military Crosswalk: Qualifications: Minimum Education: Bachelor's degree from an accredited college or university. Experience may be substituted for education on a year-by-year basis. College Transcripts are required and must be provided before an interview can be extended, it is preferred they be attached to the application. Minimum Experience: Two (2) years of experience in database design, management & maintenance, data analyzing and visualization, evaluating data, and creating reports, and two (2) years of experience in using visualization & mapping software and creating reports. Additional Requirements: A valid Texas Driver's License must be provided within 90 days of hire. Preferred Qualifications and Experience: • Graduation from an accredited four-year college or university with major course work in data science, computer science, information systems, statistics, business/public administration, geographic information systems (GIS), or a closely related field. • Demonstrated experience designing, building, and maintaining databases, including synthesizing and migrating historic datasets. • Hands-on experience with data visualization and dashboard tools such as Power BI, Tableau, or similar platforms for creating interactive KPI dashboards and real-time monitoring views. • Experience using GIS software (e.g., ArcGIS, QGIS, Google Earth Pro) to create maps, spatial overlays, and geographic data visualizations. • Experience performing statistical analysis on large datasets to identify trends, patterns, anomalies, and performance variances. • Honorably discharged veteran. Knowledge, Skills and Abilities: Knowledge of database design, management, and maintenance principles, including data cleaning, consolidation, quality assurance, and methods for ongoing updates/integration. Proficiency in data analysis and visualization tools (e.g., Power BI, Tableau, Excel advanced functions) to develop dashboards, reports, charts, and compelling data stories. Working knowledge of GIS tools and techniques for mapping data, creating geographic overlays, and visualizing spatial trends. Skill in using statistical methods to analyze complex datasets, detect trends/patterns/anomalies, perform variance analysis, and translate findings into actionable insights. Ability to monitor performance metrics, track KPIs, assess compliance with benchmarks, and prepare accurate reports for various audiences. Strong analytical, critical thinking, and attention-to-detail skills to identify opportunities for improvement and provide data-driven recommendations to leadership. Excellent oral and written communication skills to present complex data clearly, advise stakeholders, and support decision-making without assuming implementation responsibility. Ability to work effectively under deadlines and manage multiple data sources in a collaborative environment. Environmental & Physical Conditions: Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
