Learn more HERE.. The Position Why this role matters Napa County is reshaping its behavioral health system to meet the demands of California's Behavioral Health Transformation. This role is essential to that transition, taking complex state requirements and turning them into clear, workable systems that support our staff and the people we serve. As we move toward NCQA Behavioral Health accreditation, we are strengthening our managed care functions to ensure higher standards of accountability. We are looking for a QAPI Manager who understands the 'why' behind the regulations and can lead our Mental Health Plan (MHP) and Drug Medi Cal Organized Delivery System (DMC ODS) quality teams through this next chapter. This is a role for a leader who values building effective systems, clear communication, and supporting a dedicated team through change. What you'll be responsible for You will lead the QAPI function through five direct reports, including managers responsible for quality improvement, utilization review, reporting, and administrative support functions. Your core focus includes: Operational leadership - Directing Quality Assurance, Quality Improvement, and Utilization Review to ensure managed care quality functions are well coordinated and support clinical operations. Regulatory readiness - Leading preparation for DHCS and EQRO reviews, ensuring documentation, utilization oversight, and Medi Cal claiming practices are consistent, accurate, and audit ready. Practical workflows - Translating state requirements such as BH CONNECT and BHSA into clear internal workflows, roles, and expectations that staff can realistically implement. Accreditation support - Supporting the transition toward NCQA Behavioral Health accreditation standards, strengthening how the plan tracks performance, monitors quality, and demonstrates accountability. System collaboration - Working closely with clinical, fiscal, data, and administrative leaders to identify trends, manage risk, and align quality and operational efforts across the system. This recruitment is being conducted to fill one full-time vacancy. The list established by this recruitment may also be used to fill current and future full-time, part-time, limited term, and extra help vacancies for up to one year. Memorandum of Understanding (MOU) Agreed Salary Increases and Winter Time Off: 3.5% COLA increase effective 7/1/2026 32 hours of Winter Time Off (WTO) POSITION REQUIREMENTSExperience and Education: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Five years of increasingly responsible professional program experience in a behavioral health, social service, or human services program including three years of administrative and supervisory responsibility. Education: A Master's degree in social work, clinical or counseling psychology, public administration, public health, human services or a related field is required. License or Certificate: Possession of a valid driver's license. Possession of a valid license issued by the State of California as a Clinical Social Worker, Clinical Psychologist, Registered Nurse, or Marriage and Family Therapist is desirable. Any license, certification, registration, or appointment required for this position shall be maintained (i.e., active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position. Supervision Received and Exercised (Classification Specification) Supervision is provided by the Assistant Deputy Director or Deputy Director of Behavioral Health. Example of Duties: May serve as the Department of Health Care Services Alcohol and Drug Administrator. Napa County employees automatically become Disaster Service Workers.
