Job Summary The Office of Ombudsman for Mental Health and Developmental Disabilities is seeking a qualified nursing professional to review and evaluate the circumstances surrounding deaths of clients receivingservices or treatment for mental illness, developmental disabilities, or substance use disorder from any facility or program required to be licensed, certified, or registered by the commissioner of human services, health, or education. The nurse evaluator assists the Ombudsman and Medical Review Coordinator (MRC) in meeting the quality assurance function of the Agency by monitoring, evaluating, and helping to develop proposed recommendations, suggestions, or corrective actions for identified programmatic and systemic issues. The nurse evaluator also consults as needed with staff and others regarding clinical or medical concerns about the treatment or programming for clients. The position requires a high degree of expertise in care of people with mental illness, substance use disorder, and developmental disabilities, as well as extensive knowledge of all rules and statutes related to the regulation of agencies, facilities, and programs. The incumbent is responsible for extensive information gathering and analysis in the circumstances surrounding the deaths to identify modifiable factors, identify trends, and where possible prevent future deaths. The role requires a high degree of writing skills. Overall, the position helps to strengthen the health, safety, well-being, and independence of all clients. Contact with clients is not a common occurrence in this role. A nursing background and Registered Nurse license is required. This is a part-time position working 32 hours per week. A Monday - Friday work schedule will be determined upon hire. The position is eligible for benefits and leave. This position may require minimal travel to conduct onsite visits in the metro area and/or across Minnesota. Travel requirements are expected to be limited and infrequent. Hybrid Work Environment: This position is eligible for up to a 50% hybrid telework arrangement. With a telework agreement, onsite attendance will be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Please review the Telework Policy for details. Qualifications Minimum Qualifications Degree completion from an accredited school of nursing. Currently licensed as a registered nurse. Three years of nursing experience in a licensed facility or program providing services for mental health, developmental disabilities, substance use disorder, or in a function such as licensing or quality assurance. Applicants who meet the above will be further assessed on the following: Verbal and written communication skills sufficient to convey both technical and non-technical information clearly to diverse audiences with professionalism, tact, and diplomacy. Ability to work independently. Knowledge of rules, regulations, and best practice involving client care and support. Understanding of assessment and analysis of client data, application of nursing theory, range of nursing techniques, and medical/nursing actions that affect client outcomes. Preferred Qualifications Bachelor's degree in nursing. Five years of nursing experience in a licensed facility or program providing services for mental health, developmental disabilities, substance use disorder, or in a function such as licensing or quality assurance. Nursing experience with more than one of the Agency's client categories and the services that they receive. Experience with quality assurance monitoring, clinical/medical reviews, surveys, and/or program evaluation. Forensic nursing experience.
