Job Description

Internal Substantive Testing Specialist At RMA, we go beyond traditional CPA and consulting services. We support Federal Government clients with complex financial, operational, and compliance challenges by providing practical, well-reasoned solutions that withstand scrutiny. Our teams work closely with senior stakeholders to strengthen controls, improve accountability, and deliver defensible results. This position supports a client engagement to perform internal substantive testing over equipment balances, equivalent in rigor to procedures performed by an independent auditor. The role requires hands-on involvement in planning, executing, documenting, and concluding on substantive testing procedures, including statistical sampling and site visit work. Responsibilities: Work directly with a senior-level client, ensuring timely and high-quality deliverables Develop and document a risk assessment and substantive testing plan, including: Statistical sample testing methodology Site visit procedures addressing existence and completeness Substantive analytical procedures Design and document statistical sampling plans, including APSR samples and contract CLIN samples Execute substantive testing procedures and conduct site visits to validate equipment existence and completeness, including required travel Prepare site visit conclusion memoranda documenting procedures performed, results, and conclusions Identify testing exceptions and prepare a summary of proposed adjusting entries supported by clear analysis Draft conclusion memoranda summarizing overall testing results and recommended remediation actions Assist the RMA project manager with remediation of financial statement audit findings related to property, plant, and equipment (PP&E) Maintain clear, well-organized workpapers that support conclusions and withstand audit or audit-like review Qualifications: Must be a U.S. citizen and hold an active TS or TS/SCI clearance (Polygraph preferred) Bachelor's degree in Accounting, Finance, Business Administration, Management, or a related field Minimum of 5 years of experience in financial analysis, audit support, internal controls, or related disciplines CPA preferred but not required Experience supporting or performing substantive testing comparable to independent financial statement audits Experience applying statistical sampling concepts in audit or audit-like testing Experience preparing audit-quality documentation, memoranda, and management briefings Strong written and verbal communication skills Strong working knowledge of Microsoft Office, particularly Excel and Word Ability to manage multiple priorities in a deadline-driven environment Ability to travel as required to support site visits Full-time on-site presence required (Joint Base Anacostia-Bolling) What RMA Offers: Competitive base salary + 401K match Regular firm-sponsored team-building events Tight-knit professional community and social atmosphere Medical, Dental, Vision, Disability, and Life Insurance Employee Coaching and Mentoring Program Employee Assistance Program (EAP) Flexible Spending Accounts (FSA) Commuter Benefit Accounts (CBA) Professional Membership and Certification Reimbursement Tuition Reimbursement Health and Wellness Plan Group ID: 90906866
