Job Description

This is a direct-hire, W-2 full-time position. We are not accepting inquiries from third-party recruiters, staffing agencies, or Corp-to-Corp (C2C) arrangements for this role. Candidates must be located in the United States.Essential Responsibilities:Assist the Program Manager in all aspects of program planning, execution, and transition, ensuring adherence to contract requirements, budget, and schedule.Oversee daily operational activities across program components, including team onboarding/offboarding, risk registry management, and JIRA oversight and administration.Serve as a primary point of contact for internal teams and external stakeholders in the absence of the Program Manager, addressing issues and providing timely updates.Facilitate communication and coordination among cross-functional scrum teams throughout the entire SDLC to ensure integrated support and consistent operations aligned with Agile/SAFe methodologies.Support personnel management activities, including staffing coordination, onboarding, performance tracking, and ensuring personnel meet minimum labor category qualification requirements.Conduct and support risk management activities, including identification, assessment, categorization, and mitigation planning for operational and programmatic risks using VA-approved tools (e.g., JIRA, VA PARS).Support management of all activities conducted by cross-functional teams of prime contractor and subcontractor personnel to fulfill program objectives, including sprint planning coordination and Program Increment (PI) planning support.Facilitate accurate and timely submission of all required Contract Data Requirements Lists (CDRLs), including weekly activity reports, monthly status reports, monthly progress reports, and property accountability reports.Track and report on Government Furnished Equipment (GFE) status, including assignment, location, serial numbers, VA bar codes, and anticipated transfer dates.Support the Program Manager in administering policies and procedures related to the program to ensure compliant execution with applicable VA directives, FAR clauses, and federal regulations.Coordinate incident reporting and ensure Root Cause Analysis (RCA) and After-Action Reports (AAR) are delivered within required timeframes.Monitor team compliance with VA security and privacy requirements, including TMS training, HIPAA certifications, Rules of Behavior, and background investigation status.Support management of personnel in executing program activities, verifying compliance with applicable laws and regulations.Perform other duties as assigned that are consistent with the scope of the position.Required Qualifications:Bachelor's degree from an accredited college or university (management, business administration, information technology, or related field preferred); equivalent combination of education and experience may be considered.A minimum of eight (8) years of experience supporting government contracts, with demonstrated relevant experience within the past five (5) years.A minimum of eight (8) years of experience in areas such as business process optimization, strategic sourcing, managing suppliers and subcontractors, financial and cost control, field support, and readiness management.Proven experience in a deputy or assistant program/project management role on a federal IT services contract.Experience managing and tracking Government Furnished Equipment (GFE) and Contractor Acquired Property (CAP).Demonstrated ability to identify and effectively mitigate program risks.Strong problem-solving abilities and a proactive approach to operational challenges.Experience with Agile/Scrum methodologies and tools such as JIRA and ServiceNow.Excellent written and verbal communication skills, including the ability to prepare and deliver reports, briefings, and status updates to government stakeholders.Must be able to obtain and maintain a favorable VA background investigation (Tier 2/Moderate Risk or higher) as required by the position.Must be a U.S. citizen or otherwise authorized to work in the United States and eligible to obtain required government access credentials.Desired Qualifications:PMP, PgMP, or equivalent project management certification.SAFe Agilist (SA), Certified Scrum Master (CSM), or equivalent Agile certification.Experience supporting VA Office of Information & Technology (OIT) programs or similar federal health IT environments.Experience with the VA Authority to Operate (ATO) process and the Risk Management Framework (RMF).Experience leading or supporting multi-functional teams (e.g., Software Architects, Developers, Quality Assurance Engineers, DevOps Engineers, Technical Writers).Knowledge of industry best practices for quality management, such as ISO 9001:2015.Familiarity with VA-approved tools and processes, including VA PARS, Confluence, GitHub, and Microsoft Teams.Ability to analyze and interpret complex data for reporting and informed decision-making.Experience with CDRLs, Earned Value Management, or federal contract reporting requirements.Work Environment: KJB Solutions supports a remote work environment operating within the Eastern Time Zone so we can work with and respond to our government clients. Expected hours are 9:00 AM to 5:00 PM Eastern unless otherwise directed by manager. Occasional travel may be required to attend program-related meetings at VA or government facilities (estimated 24 trips per year to locations such as Washington, D.C.).This position is primarily sedentary in nature and involves extended use of a computer and telecommunications equipment.
