To learn more about the Road Services Division, visit us at: About the Road Services Division - King County, Washington Job Duties Participate in project development teams to review the feasibility of capital projects related to road, bridge, drainage, and fish passage improvements. Prepare and evaluate construction bid packages in compliance with King County, Washington State Department of Transportation (WSDOT), and funding agency standards Prepare, schedule, and monitor construction contract procurements, bid reviews, and contract execution Conduct on-site inspections of construction activities to ensure adherence to plans, specifications, and regulatory requirements. Gather road and right-of-way asset information and evaluate asset conditions Review contract documents including change orders, amendments, and invoices to ensure compliance with County policies, procedures, and processes. Coordinate and participate in WSDOT, Federal Highway Association (FHWA) and King County audits and documentation reviews. Work collaboratively with multidisciplinary teams and external partners to ensure compliance with local, state, and federal regulations and policies/procedures. Prepare compliance reporting documentation and other written correspondence. Compile, research, assemble and manage project data using SharePoint, PRISM, Bluebeam, Unifer, Adobe Acrobat Pro, Microsoft Excel, Word, and Teams. Perform additional duties or special projects as assigned. Experience, Qualifications, Knowledge, Skills Bachelor's degree in civil engineering, construction management, environmental science, public administration, or closely related field, OR any combination of education and experience that clearly demonstrates the ability to perform the duties of this position. Progressive experience in developing plans, specifications, and estimates (PS&E) utilizing American Public Works Association (APWA), and WSDOT Standard Specifications for Road, Bridge and Municipal Construction format. Skill in project management and contract administration techniques and principles including budget, schedule development and monitoring. Knowledge of road, bridge, and drainage design and construction techniques for capital improvement projects. Meticulous grammar, technical editing and writing, presentation, and communication skills. Cultural awareness, comfortable having complex and challenging discussions about race and diversity in the workplace, and is dedicated to building bridges. Demonstrated experience as a collaborative team member that is effective and productive working both with the team and independently. Demonstrated ability to communicate verbally and in writing, and establish and maintain strong working relationships. Strength and proficiency in using Office Productivity tools in your daily work (the County uses Microsoft Office and Adobe Acrobat). Familiarity with the King County Road Design and Construction Standards and WSDOT Lag Manual. Familiarity with Washington State County Road Administration Board. Skill in SharpeSoft, PRISM, Unifier, Oracle, Power BI. Experience with LEAN processes and principles. Familiarity with Design-Build construction contracts. Work is performed primarily in the office, with field work as needed (estimated at up to 30% of the time). This position is non-exempt from the provisions of the Fair Labor Standard Act and is eligible for overtime pay, with prior supervisor approval.
