City of DeLand 120 South Florida Avenue DeLand, FL 32720 Phone: (386) 626-7000 CODE ENFORCEMENT OFFICER Department: 119/Licenses & Enforcement Exempt: No Reports To:Chief Building Official Pay Grade/Wage:115 Position Type: Full-Time Hours: 40 hrs/week Job Summary: This position is responsible for the enforcement of the City of DeLand Code of Ordinances and other related laws, through voluntary compliance, followed by enforcement through the issuance of citations or other legal proceedings with the City of DeLand Special Magistrate. Code Enforcement Officers have the primary responsibility to ensure that the safety and health of the public is maintained through adherence to those requirements as established by law. This position reports to the Chief Building Official. Job Description: DUTIES & RESPONSIBILITIES Enforces and maintains general policies for Code Enforcement. Performs field inspections and re-inspections to determine compliance with zoning and land development requirements; property maintenance and performance criteria; conformance with business tax receipts; and related codes as assigned. Initiates general notices and correspondence relating to Code Enforcement, identifies existing code violations and compiles a noncompliance list. Recommends corrective actions to bring about compliance, determines time frames for compliance achievement, and attempts to secure voluntary compliance wherever possible through positive methods. Issues notices of violation and citations in accordance with city code. Maintains detailed and accurate records of violation and compliance dates and assembles and maintains evidence. Enters all data in computer compliance tracking system. Answers inquiries from property owners, builders and the public regarding compliance with zoning regulations, site plan and property maintenance standards, regulatory practices, and active code enforcement cases. Conducts research regarding property ownerships, current and past permits and applications, applicable codes and laws, and coordinates code enforcement actions with other city departments and other government agencies when necessary. Attends Special Magistrate and other Court Hearings and presents testimony. Prepares reports, presents facts and recommendations to various appointed or elected boards and committees. Assists the building inspectors, in enforcement duties as assigned. QUALIFICATION REQUIREMENTS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE REQUIREMENTS High school diploma or general education degree (GED) from an U.S. Department of Education accredited institution is required. 2 years of directly related experience in Code Enforcement or similar work is preferred. Knowledge of city, county and state laws and regulations pertaining to land use, zoning, building permits, and property maintenance is required. Knowledge of principles and methods of research and investigation related to code enforcement; effective public relation practices, and the evidentiary requirements for courts of law is required. An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered for minimum requirements except for licensure/certification requirements. LICENSES AND SPECIAL REQUIREMENTS Possession of a valid Florida driver's license is required.Fundamentals of Code Enforcement (Level I) with Florida Association of Code Enforcement (FACE) or receipt of said certification within one year of employment. PREFERRED SKILLS Licensure with the State of Florida (DBPR) as a Standard Building Inspector is highly preferred. Administrative Aspects of Code Enforcement (Level II) Code Enforcement Certification with FACE is highly preferred. LANGUAGE SKILLS Ability to develop and maintain good personal relationship with other employees and the public. Ability to clearly and effectively communicate both verbally and in writing. REASONING ABILITY Ability to read and interpret data, information and documents; Ability to analyze and solve problems; use math and mathematical reasoning. OTHER SKILLS AND ABILITIES Ability to read and understand Land Development Code and related regulations. Ability to read site plans. Ability to input, retrieve and access information on a computer. WORK ENVIRONMENT/ADA: While performing the duties of this job, the employee may be required to work inside in an office environment or outside in various weather conditions.
