HRIS Analyst PCG Consulting International, a certified MBE partner to Deloitte, is seeking an experienced HRIS Analyst to support Cook County Health's HR Optimization initiative. This role will play a key part in modernizing HR systems, improving data quality, and aligning HR operations with Medicaid-related eligibility and workforce management processes. The HRIS Analyst will work closely with Deloitte, Cook County Health HR & IT stakeholders, and other business partners to analyze current-state HR processes, design future-state workflows, and ensure HRIS platforms are effectively integrated with Deloitte's Integrated Eligibility System (IES) and other Medicaid eligibility/enrollment systems. Key Responsibilities HR Systems Analysis & Configuration Analyze existing HRIS configurations, data structures, and workflows to identify gaps, inefficiencies, and pain points. Configure and optimize HR system modules (e.g., Core HR, Talent, Time & Attendance, Benefits, Payroll interfaces) to support standardized and scalable HR processes. Ensure HR data structures support downstream needs such as workforce planning, compliance reporting, and Medicaid eligibility processes. Process Optimization & Workflow Design Partner with HR leadership, HR operations, and IT to document current-state HR processes and define future-state workflows aligned with Cook County Health's HR Optimization goals. Recommend process improvements that streamline employee lifecycle activities (hire-to-retire), reduce manual effort, and improve data accuracy. Identify opportunities for automation using system capabilities (workflows, approvals, notifications, rules, etc.). Data Integration & Mapping (HRIS? IES/Medicaid Systems) Support data mapping activities between HRIS platforms and Deloitte's Integrated Eligibility System (IES) or other Medicaid eligibility/enrollment systems. Collaborate with Deloitte and technical teams to define integration requirements, data exchange formats, frequency, and validation rules. Assist with design and support of interfaces (e.g., employee demographics, job/position data, status changes) that impact Medicaid eligibility, staffing, and workforce management. Reporting, Analytics & Compliance Develop and enhance HR reports and dashboards to support management decision-making, regulatory reporting, and operational monitoring (e.g., headcount, vacancies, turnover, FTE allocation). Ensure system configurations and processes support compliance with relevant labor, privacy, and healthcare regulations, as well as internal controls and audit requirements. Partner with stakeholders to define key metrics and build standard reporting packages. Testing, Quality Assurance & Change Support Create and execute test plans, test scripts, and scenarios for new configurations, integrations, and system changes. Perform data validation and reconciliation to ensure accuracy of HR data flowing between HRIS and IES/Medicaid systems. Log, track, and support resolution of system defects and configuration issues. Documentation, Training & User Support Develop and maintain functional documentation, including configuration design, process flows, integration specifications, and data dictionaries. Create user guides, standard operating procedures (SOPs), quick reference guides, and other training materials for HR and operational staff. Provide end-user support, including triage of HRIS issues, basic troubleshooting, and coordination with technical teams for complex problems. Requirements 5+ years of HRIS or HR technology experience in a healthcare or public-sector setting. Strong understanding of HR data flows (personnel actions, position control, timekeeping, payroll, benefits) Experience working with Integrated Eligibility Systems (IES), MMIS, or other state Medicaid systems is highly preferred. Solid knowledge of data integration concepts (ETL, data mapping, APIs). Excellent analytical, documentation, and communication skills. Demonstrated experience with: HR data structures (positions, jobs, orgs, pay, benefits). HR process workflows (hire, transfers, terminations, leaves, etc.). Reporting and basic analytics within an HRIS environment. Prior experience working with large, complex organizations (public sector, healthcare, or government strongly preferred). Strong skills in requirements gathering, business process documentation, and stakeholder communication. Proficiency with Excel and other tools to analyze, validate, and reconcile HR data. Preferred Qualifications Experience supporting or integrating with Medicaid eligibility, enrollment, or integrated eligibility systems (such as IES or equivalent). Previous work on HR transformation/optimization initiatives in a healthcare or public sector setting. Familiarity with data integration concepts (APIs, flat-file interfaces, ETL processes) and working with technical teams. Experience with testing methodologies and tools (e.g., test scripts, UAT coordination). Knowledge of HR-related compliance requirements in a healthcare or governmental context. Strong Communication Skills: Can translate technical topics into clear, business-friendly language for HR and operational users. Change Agility: Comfortable working in a transformation environment with evolving requirements and priorities. Customer Service Orientation: Focused on providing responsive, high-quality support to HR and business stakeholders. Work Environment & Reporting This role will primarily support Cook County Health and will involve close collaboration with Deloitte and internal PCG Consulting International leadership. May be hybrid, with some combination of remote work and onsite presence at Cook County Health facilities, based on project needs. Reports to a Project Manager or HR Optimization Lead within the Deloitte/PCG project structure Location: Chicago, IL (Hybrid / Remote flexibility) Client: Cook County Health (via Deloitte Consulting LLP) Type: Contract
