Regulatory Specialist The Regulatory Specialist supports the cooperative's mission by monitoring, analyzing, and ensuring compliance with regulatory, legal, and policy matters that impact electric system operations, power supply, and participation in the Southwest Power Pool regional transmission organization. Interfacing with the Federal Energy Regulatory Commission and the North American Energy Regulatory Commission is anticipated. This role works closely with internal leadership, counsel, and subject-matter experts to ensure compliance with applicable regulations while participating in stakeholder processes before regulatory bodies and regional organizations and helps develop regulatory strategies that align with the cooperative's long-term business objectives and member interests. Essential Job Functions: Develops, in coordination with leadership, the cooperative's strategy for engaging in stakeholder processes before regulatory bodies and regional organizations. Participates in regulatory proceedings, rulemakings, and stakeholder forums on behalf of the cooperative. Establishes and maintains effective working relationships with regulators, government agencies, utilities, regional organizations, and market participants. Regulatory Analysis and Policy Development: Identifies, analyzes, and communicates regulatory, legal, and policy issues, primarily on the federal level, which may impact the cooperative. Identifies regulatory, legal, and policy barriers and advises on strategies to mitigate, adjust, or remove those barriers, with particular focus on: Power generation opportunities, challenges, and innovations Behind-the-meter technologies and issues Maintains a thorough understanding of pending regulatory proceedings, rulemakings, and initiatives affecting the cooperative's business interests. Maintains working knowledge of current and potential developments in regulation and market design across energy markets and products. Compliance and Internal Advisory Support: Advises cooperative departments on compliance with regulations related to energy marketing and sales, transactions, and operating rules and guidelines. Advises on regulatory compliance reporting requirements and supports internal compliance processes. Monitors compliance activities, conducts surveillance or audits of compliance processes and transactions, and assists with compliance investigations as appropriate. Manages and tracks corrective action responses, ensuring actions are implemented and properly documented. Assists in maintaining a cross-departmental regulatory reporting requirements dashboard. In coordination with legal counsel, reviews contracts to ensure compliance with applicable regulations and solicitation requirements. Collaboration and Business Support: Participates in the development of regulatory strategies and policies that support the cooperative's overall business strategies. Works cross-functionally with internal experts to align regulatory compliance and policy objectives with operational and strategic goals. Creates, expands, and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation and inclusion in the workplace. Performs other such duties as may be requested or assigned to fulfill the needs of United Power in the interest of good management practice. Required Knowledge, Skills, and Abilities: Strong analytical, research, and written communication skills, enabling the individual to evaluate complex information, conduct thorough research, and produce clear, well-structured documentation. Ability to communicate complex regulatory issues clearly to both technical and non-technical audiences, ensuring that policy implications and regulatory requirements are easily understood across stakeholder groups. Proven ability to work collaboratively across departments and with external stakeholders, fostering productive relationships and ensuring policy development incorporates diverse perspectives. Demonstrated ability in regulatory and policy analysis, including the ability to interpret legislation, assess regulatory impacts, and provide evidence-based recommendations. Strong strategic thinking skills, enabling the individual to anticipate challenges, evaluate long-term implications, and contribute to forward-looking policy planning. Demonstrated relationship management abilities are essential for building trust, facilitating communication, and maintaining cooperative partnerships across internal teams and external entities. Demonstrated attention to detail and thorough documentation practices, ensuring accuracy, consistency, and reliability in all policy materials and decision-support outputs. Strong critical thinking skills and a capacity for innovation, enabling the identification of issues, evaluation of alternatives, and proposition of creative and practical solutions. Demonstrated high ethical judgment and commitment to confidentiality is essential, ensuring that sensitive information is managed responsibly and policy work is conducted with integrity. Minimum Requirements: Regulatory Specialist I: Bachelor's degree in public policy, political science, economics, law, business, engineering, or a related field; AND a minimum of 5 years' experience in regulatory affairs, compliance, energy policy, utility operations, or a related field; AND knowledge of electric utility regulation and energy markets. Regulatory Specialist II: AND a master's degree or advanced coursework in law, public policy, or a related field, with demonstrated experience with: Federal energy regulation (e.g., FERC) and/or Colorado state utility regulation, Cooperative utility structures and governance, and Power generation, distributed energy resources, or behind-the-meter technologies. Senior Regulatory Specialist: AND a Juris Doctorate with demonstrated experience with: Federal energy regulation (e.g., FERC) and/or Colorado state utility regulation, Cooperative utility structures and governance, and Power generation, distributed energy resources, or behind-the-meter technologies. Supervision Received and Exercised: No Supervisory duties. Regulatory Specialist I: Works under general supervision from the Vice President of Government Relations and Deputy General Counsel. Regulatory Specialist II / Senior Regulatory Specialist: Works under limited supervision from the Vice President of Government Relations and Deputy General Counsel. Problem Solving: This role requires advanced, independent problem-solving. The employee will routinely synthesize complex datasets and regulatory materials, identify gaps or risks, and design evidence-based, innovative solutions to ambiguous policy challenges. Strong analytical rigor, diligence, and the ability to translate findings into clear, well-structured documentation are essential to ensure decisions are defensible and auditable. Discretion/Latitude: The position operates with substantial discretion and latitude in day-to-day work. The employee is trusted to prioritize competing requests, sequence research and stakeholder engagement, and determine the appropriate level of analysis depth without step-by-step direction. While strategic priorities and final decisions rest with leadership, employees exercise professional judgment in methodology, messaging, and documentation standards. Given regular access to sensitive information, they must uphold strict confidentiality and exercise the highest ethical judgment when handling data, stakeholder input, and draft recommendations. Liaison: The role carries significant liaison responsibilities, serving as a connector among technical experts, legal/regulatory partners, operational teams, and non-technical executives. Success hinges on clear relationship management, the ability to translate complex regulatory issues for diverse audiences, and the ability to maintain credibility and trust. Essential Physical and Mental Requirements: The employee must be able to remain at a workstation for extended periods while performing analysis, drafting documents, and reviewing detailed materials. The role requires the ability to read and interpret large volumes of written material, digital documents, spreadsheets, and regulatory texts with precision and focus. The employee must be able to operate a computer, keyboard, mouse, and other standard office equipment efficiently and repetitively. The job may require short periods of standing, walking within the office, attending in-person meetings, or moving between workstations or conference rooms. The individual must be able to speak clearly, listen actively, and engage in discussions in both in-person and virtual environments. This role may involve occasionally lifting or transporting light office materials, such as laptops, binders, or documents, typically under twenty pounds (20lbs.). The employee must be able to work in a standard office environment, which may include open workspaces, routine noise levels, and extended periods of screen exposure. Working Conditions: This job is typically performed in an office building at normal temperatures. The noise level rarely exceeds 50-60 decibels, which is the range for normal conversation.
