Municipal Project Manager - Civil Engineering

A well-established, growth-focused civil engineering firm is seeking a seasoned Municipal Project Manager to serve as a trusted advisor and technical leader for municipal clients across Pennsylvania. This role is ideal for a licensed Professional Engineer who enjoys blending technical expertise, client representation, and strategic growth. This is more than project management. What Youll Lead Serve as Township or Borough Engineer, acting as primary or supporting municipal consultant Attend and actively participate in municipal meetings as a representative of the client Manage and review subdivision and land development plans for ordinance compliance Oversee stormwater management design, grading reviews, detention basin rehabilitation, and infrastructure upgrades Administer MS-4 Programs, including PRPs, on behalf of municipal clients Support Act 167 compliance and watershed-based planning initiatives Guide public works design and infrastructure rehabilitation projects Assist with state and local permitting processes Prepare technical reports, feasibility studies, and engineering evaluations Provide construction administration, including contract oversight, coordination, budgeting, and escrow account management Qualifications: What You Bring Bachelor of Science in Civil Engineering or equivalent Professional Engineer (PE) license in Pennsylvania required 15+ years of progressive civil engineering experience preferred Strong background in municipal engineering and direct client representation Experience with subdivision and land development reviews, zoning, grading, and stormwater management Familiarity with MS-4 program administration and regulatory compliance Experience in public works infrastructure and rehabilitation projects Working knowledge of AutoCAD Civil 3D preferred Business development experience and/or established municipal relationships strongly preferred Exceptional written and verbal communication skills Why is This a Great Opportunity: This opportunity offers the chance to operate at a senior level, guiding municipal strategy while leading meaningful infrastructure initiatives.
