Program Analyst This position is with the U.S. Army Corps of Engineers, Southwestern Division, Ft Worth District with a duty station location listed in Edinburg, Ft. Hood or Ft. Worth, Texas. Salary posted is a range for the Rest of the US duty station localities and will be adjusted to the locality of selectee's physical duty location. Locations: 1 vacancy in the following locations: Edinburg, TX; Fort Hood, TX; Fort Worth, TX. Work Schedule: Full-time. Duties: Assist in preparation of annual operating budget estimates based on analysis of budgetary history or internal requirements Monitor program funds expenditures in financial management system Ensure adequate funds are available to cover labor costs Utilize automated ledgers to conduct periodic analysis of funding Analyze trends related to program finance/budgeting Requirements: Conditions of employment: Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Position requires Temporary Duty Travel (TDY) at least 15% of the duty time. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Utilizing financial management system to input financial/budgetary data; AND 2) Analyzing programs to ensure adequacy of funding; AND 3) Analyzing financial/budgetary data to ensure costs are charged to the appropriate account. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Finance, and Accounting. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
