Job Summary The Senior Business Continuity Analyst is responsible for leading BSD's Continuity of Operations Program (COOP) and providing strategic oversight of the agency's emergency preparedness efforts. This role ensures BSD can sustain essential functions during disruptions, maintain operational readiness, and meet evolving federal requirements from the Federal Transit Administration (FTA), Transportation Security Administration (TSA), Federal Emergency Management Agency (FEMA), and regional emergency management partners. This position strengthens organizational resilience by integrating continuity planning, emergency operations, and life-safety governance across all BSD enterprises. Job Responsibilities • Provides strategic support to leadership on continuity and emergency preparedness matters. • Leads the development, implementation, and maintenance of BSD's COOP and Departmental Response Plans. • Maintains and updates COOP components, including essential functions, succession planning, delegations of authority, alternate facilities, continuity communications, recovery strategies, and reconstitution planning. • Conducts business impact analyses and continuity risk assessments to strengthen organizational resilience. • Integrates continuity and preparedness requirements into BSD operational procedures, departmental standard operating procedures (SOPs), the Public Transportation Agency Safety Plan (PTASP), and the System Security Plan. • Ensures continuity planning aligns with FEMA guidance and federal best practices. • Provides strategic oversight for the Emergency Preparedness Program Plan (EPPP) and agency wide preparedness initiatives. • Oversees emergency preparedness governance and cross-department coordination to ensure consistent readiness. • Ensures BSD readiness for emergency operations, including multi-agency incident coordination and response integration. • Leads BSD's Emergency Operations Center (EOC) during activations and support incident command coordination. • Serves as a subject matter expert for emergency response planning, incident coordination, and after-action reporting. • Develops and maintains emergency preparedness policies, procedures, and corrective action plans. • Maintains compliance documentation and reporting required for federal and state oversight, including FTA, TSA, and FEMA. • Serves as BSD's primary liaison with the Department of Homeland Security (DHS), state and regional emergency management agencies, and transportation partners. • Ensures compliance with emergency management standards and requirements, including the National Incident Management System/Incident Command System (NIMS/ICS) and the Homeland Security Exercise and Evaluation Program (HSEEP). • Chairs the Fire and Life Safety Committee and oversee agency life-safety governance initiatives. • Coordinates facility life-safety planning, drills, assessments, and corrective action implementation. • Leads agency-wide training, exercises, and drills to support emergency preparedness and regulatory compliance. Knowledge, Skills, and Abilities • Knowledge of COOP requirements, hazard mitigation practices, and emergency response frameworks. • Experience with the ICS, NIMS, HSEEP, emergency operations, and interagency coordination. • Ability to lead continuity planning, recovery operations, and mission-essential function documentation. • Skilled in developing, implementing, and maintaining regulatory and operational programs. • Ability to prioritize resources and manage cross-functional projects and deliverables. • Strong organizational skills to manage multiple plans, committees, and emergency response support activities simultaneously. • Strong written and verbal communication skills, including the ability to prepare reports, develop documentation, and deliver briefings. • Ability to effectively engage with agency leadership, regulatory partners, first-response agencies,and community organizations. • Demonstrated leadership and decision-making ability in high-pressure situations, including activations and emergency incidents. Work Environment • Primarily on-site, office-based work environment with regular cross-department coordination. • Participation in meetings, trainings, drills, and exercises at BSD facilities and off-site locations as needed. • Occasional on-site/field presence to support incident response, assessments, and recovery activities. • May require extended hours, including evenings, weekends, and holidays during emergencies or major events. • Occasional regional travel may be required for interagency coordination and preparedness activities. Physical Abilities • Ability to sit for extended periods while working at a computer and attending meetings. • Ability to stand and walk for moderate periods during facility assessments, drills, exercises, or incident response activities. • Ability to climb stairs and navigate transit facilities, including uneven surfaces or outdoor environments as needed. • Ability to lift, carry, push, or pull materials (up to approximately 25 pounds) such as emergency supplies, training materials, or equipment. • Ability to operate standard office equipment (computer, phone, printer) and communicate effectively in person, by phone, and virtually. • Ability to respond quickly during emergency activations, including working in high-noise or highactivity environments (e.g., Emergency Operations Center). • Visual and auditory ability to review documents, monitor communications, and maintain situational awareness during incidents.
