Title: Director of Finance Supervised by: ChiefOperating Officer Classification: Full-time,Salaried,Exempt StartingPay: $120,000 per year Anticipated Start Date: July 27, 2026 Position Summary.The Director of Financeserves as a strategic leaderin the organization's stewardship offinancial resources. They serve on Jubilee's Executive Team and oversee the full spectrum of financeand accountingfunctions,includingbudgeting,Medicaid billing,pledge and grantaccounting,cash andinvestments management,payroll,accounts payable, financial reporting,and custodial bookkeeping for clients.The Director of Finance champions initiatives that fosterefficient andthoughtful accountabilityforthe organization's resources. Responsibilities. Leadership and Strategy.LeadJubilee'sFinanceDepartment, whichcurrentlyincludesaSenior Accountant,Senior Accounting Manager,three Bookkeepers,andapart-timeExecutiveAssistant. Lead in developing, implementing, and evaluating strategic goals related tobudgeting andfinancial management.Serve on theExecutive Team and contribute to organizational strategy and leadership.Collaborate with the Executive Team to conduct cost analyses of potential new services or projects, as wellas ofexisting services. Budgeting.Lead Jubilee's annual budgetingprocess, including providingguidance andmaterialsfor departmental budget preparation,preparing the organizational budget in consultation withthe Board and executive leadership, and activelymonitoringbudget performance. Accounting.Oversee allorganizationalaccounting, includingmaintainingthegeneralledgerandensuring proper classification and recording ofexpenses, revenue,andassets. Accounts Receivable. Oversee allaccountsreceivable functions, includingtimelyandaccuratebilling of state and county revenue sources,recordingand classifying revenue,reconcilingbillingand outstanding receivables, and addressing state billing exceptions. Accounts Payable.Overseeallaccountspayable functions includingtimelyandaccuratepayments, maintenance of vendor files,allocationand classification decisions, and posting of accounts payable to the general ledger. Asset Management.Reconcile andmonitorall bankand investmentaccounts,monitorcash flow, and make recommendations to the Executive Directorregardingmaximizing investment income.Maintain fixed assets and depreciation schedules and reconcile them to the general ledger. Payroll.Ensuretimelyandaccuratebi-weekly payroll processing, including timesheet and leave approvals, proper withholding and benefits accruals,direct deposits, posting togeneralledger,payroll tax reports and payments, coordination with the Human Resources Department, and reporting to relevant Executive Team members. MonthlyReporting.Oversee and ensuretimelymonthly closes andproduction of financial report package for theExecutiveTeamandBoard of Directors, includingbank reconciliations,statement of activities, statement of position,liquidity report,departmental reports, andprofitability reports byservice site.Make recommendations to the Executive Director concerning accounting issues, cash flow issues, and other matters whichimpact onthe financial viability of theorganization. Annual Financial Statement and Audit.Complete Fiscal Year closings and coordinate the annual financial statement audit withJubilee's contracted financial auditor.Address auditor's recommendations. Tax Filings.Ensuretimelyandaccuratesubmission ofallfederal andstatetax forms andproperty tax forms.Ensure thetimelyfiling of quarterly 941payrolltax returns, as well as the MDUnemployment Insurancetax returns.Work with the auditor to ensuretimelyandaccurateForm 990 and related annual filings. Board of DirectorsReporting.Incoordination with the Executive Director and COO, support the activities of the Board Finance Committee, and provide materials, reports, and presentations on budgets, accounting, and financial audits to the Finance Committee and full Board of Directors. State and CountyReporting.Monitor payments and payment formulas for all State and County contracts.Ensure completion ofAnnual Cost Report, budgetmodifications, attendance reports,and all other reporting activities required by theMarylandDevelopmental Disabilities Administrationand Montgomery County. CustodialAccounting.Oversee custodial bookkeeping for client funds, includingbudgeting support,Social Security Representative Payee services,benefitsand incomereceipt, bill payment,assessment of fees when applicable,cash disbursement, recordkeeping,monthly reporting to clients and families,and balance monitoring to ensure compliance with state and federalgovernmentassistanceeligibility requirements. FundraisingAccounting.Collaborate with the Director of Communications and Development to ensuremonthly reconciliation of donation revenue between the accounting and development databases. Provide income and expense data as needed to support grant applications and reporting,annual and capital campaign reporting, and donor-designatedfunds. Customer Service.Provide proactive, responsive customer service to internal and external stakeholders in all areas of job function. Other Duties as Assigned.Assume internal and external roles, projects, and responsibilities related to the role. Qualifications. Bachelor's degree in accounting, finance,orrelated field.CPA preferred. 8+ years offinanceexperiencerequired, preferably in non-profitorganizations. Supervisory experiencerequired. Advanced reasoning abilities and good judgment. Advanced written and verbal communication and interpersonal skills.People-firstlanguage and thinking are essential. Excellent organizational skills and attention to detail to effectively manage documents, priority, and project lists. Strong technology skills in effectively using Outlook, Word, Excel, andfinancial and project management systems and applications. Ability to handle sensitive situations discreetly and tactfully, safeguarding personal information. True passion for the mission of the organization; desire to work with and learn from people who have intellectual and developmental disabilities. Bilingual (English/Spanish) is always a plus. Compensation.This position has a fixed starting salary of $120,000 per year.
