POSITION SUMMARYThis is an exempt position, responsible for assisting with the management of capital project construction, service and goods contracts, which will result in diverse housing opportunities and improve the quality of life for families that are served by SLHA. The position will also ensure that contracts comply with local, state, and federal rules and regulations governing contracts. Responsibilities include, but are not limited to following federal procurement regulations to solicit bids, assisting with management of capital improvements projects through contract enforcement and with the assistance of additional department staff, planning and releasing solicitations for the procurement of construction services or professional consulting services for assigned projects, evaluation and awarding of bids, proposals and contracts, timely processing of pay requests, preparation and processing all documents necessary to implement assigned projects, creating physical files and conducting file reviews for quality control, implementation of agency policies and departmental procedures, investigation of compliance issues and monitoring assigned activities required to implement high-performing programs. The position is also responsible for coordinating the Agency's relocation assistance, HUD Part 50/58 Environmental Reviews and Section 8 program monitoring and compliance.REQUIRED QUALIFICATIONS:Required knowledge, skills, and abilities for this position would normally be gained through the equivalent of a four (4) year college degree in Business, Public Administration, Construction Management, or related degree or a minimum of five (5) years of experience in Construction Contract Administration, preferably, in public housing or similar government unit. Ability to assist in the development of project schedules, and helps verify market conditions to validate project pricing; assist in the preparation of all solicitation documents (bids, proposals, and services), contract award documents, change orders, contract modifications, pay requests and contract close-out documents in accordance with HUD guidelines and SLHA policies and procedures used in the development of new property and modernization or revitalization of existing property; assists and provides all necessary support to the Capital Projects Manager and Director of Real Estate Development throughout the bidding, construction, and close-out phases of each project. Skill in reviewing specifications and statements of work prepared or requested by other department staff to ensure that they adequately describe work requirements without restricting competition, advises department staff as to inadequate, ambiguous, or vague specifications to avoid Agency liability, assists in reviewing plans and specifications submitted by Architecture and Engineering firms and coordinates review with the project team. Ability to receive and process required changes to contract conditions to protect the Agency consistent with change order and modernization procedures, drafts contract modifications or price negotiation memorandum describing the changes with (10) business days of receipt, resolves problems of delivery, production, quality, inspection, and other pertinent matters. Ability to assist various Development and Modernization staff with cost/price analysis on change order proposals and analysis of delivery requirements, reviews prices and/or additional time required for performance and consideration and routes for approval and negotiation by the construction inspector, department manager, department director and contracting officer. Ability to process and review all contract claims in conjunction with Development and Modernization staff and makes recommendations on resolution to the claims, assist Development and Modernization in contract dispute resolution. Ability to serve as contract administrator on awarded contracts, conducts post award conferences with contractor and Agency personnel to provide information and to clarify standard and specialist contractual provisions of the contract, attends and prepares agendas and minutes for all meetings for assigned projects including pre-bid, pre-proposal, pre-construction and construction progress meetings. Ability to create, compile and analyze various documents and reports for HUD, Executive Division, the Capital Projects Manager, the Director of Real Estate Development and other departments as required, including but not limited to, the monthly board reports and performance charts, report synopsis, and HUD reporting on a regular basis, and as directed. Skill in maintaining open communication with Construction Specialist, Construction Inspectors assigned to project and the Capital Projects Manager. Ability to participate in the preparation, processing and reviews all documents associated with Davis-Bacon labor standards compliance in accordance with HUD guidelines and SLHA policies and procedures. Skill in coordinating the Section 3 program, including the certification process for Section 3 workers and businesses consistent with HUD and SLHA requirements; assist residents in accessing training programs to enter the construction field through apprenticeship programs or union training. Ability to make decisions and uses initiative in accordance with the wishes of the supervisor; works independently to establish priorities and procedures to assure that those items most important to the supervisor are accomplished in a timely manner. Ability to ensure the maintenance of orderly and up-to-date contract files of all projects under the jurisdiction of the SLHA, and that all files are maintained electronically in accordance with the established file protocol. Skill in coordinating with pertinent staff in the obligation and expenditure of funds to meet PHAS indicator requirements. Ability to coordinate location assistance of residents to facilitate renovation or development projects in accordance with the requirements of the Uniform Relocation Act (URA). Skill in using a personal computer with word processing, spreadsheets and various software packages. Skill in collecting and analyzing data, preparation of reports, communicating verbally and in writing; skill in mathematical calculation. Ability to handle complex assignments, involving large amounts of detail with accuracy. Ability to review and interpret federal, state and local policies and procedures, requirements and similar materials. Knowledge of HUD and SLHA capital fund, development and modernization regulations, policies and procedures, accounting procedures as they relate to budgets, expenses and reporting requirements, detailed knowledge of proper procurement and contracting procedures, ability to ready construction plans and knowledge of standard construction administration processes. Ability to seek an understanding of HUD regulations by actively inquiring into HUD requirements on a regular basis to understand and implement changes when made by HUD.22. Must have and maintain a current driver's license and be insurable under the Authority's automobile insurance.
