Job Description

Position Objective: We are seeking a Lead Human Resource Specialist who will leverage a wealth of advanced skills and expertise across various federal HR functions. This role encompasses staffing, classification, processing, benefits, recruitment, compensation, SES programs, work-life programs, policy, and employee and labor relations in support of the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Human Capital (OHC), Human Resources Operations Center (HROC). Duties and Responsibilities: Research and analyze HR policies, draft new policies, revise existing ones, and provide comprehensive guidance on federal HR practices. Develop, document, and implement Standard Operating Procedures (SOPs) to enhance operational efficiency. Analyze HR workflow, map current processes, and recommend strategies for improvement. Create and produce reports and queries using NFC and other agency databases; design internal control processes for increased accountability and transparency. Conduct various studies such as workforce mobility assessments, competency models, performance analyses, staffing structure evaluations, and demand modeling. Qualifications Basic Qualifications: Master's Degree is required. 10 years of experience in federal Human Resources, either as a federal employee or as a contract support for a federal agency. Must possess Delegated Examining Certification and an HRM Certificate from an accredited institution. Candidates may need to understand Health and Human Services Guidelines for federal drug testing, and possess a valid driver's license. Must be capable of air travel if required for specific tasks. U.S. citizenship or Legal Permanent Residency is required, along with residency in the U.S. or its Territories for three or more of the last five years. Minimum Qualifications: Proficiency in the entire Microsoft Office Suite. Outstanding written and oral communication skills. Advanced presentation abilities. Able to work effectively both independently and in team settings. Strong organizational and leadership skills. Familiarity with industry best practices. Exceptional time management capabilities. Depending on specific tasks, advanced knowledge of NFC, eOPF, WebTA, SharePoint, Oracle, Java Script, SQL, and other IT systems may be required.
