No If temporary (or grant funded) position, indicate ending dateDescription of Job Duties and ResponsibilitiesPosition Summary:Fairmont State University invites applications for the position of Payroll Manager. This position is responsible for the comprehensive administration, processing, compliance, reporting, and reconciliation of all university payroll functions in accordance with federal and state laws, West Virginia Higher Education Policy Commission (WVHEPC) guidelines, and West Virginia State Auditor requirements. The Payroll Manager ensures the accurate and timely processing of payroll for all full-time, part-time, student, adjunct faculty, temporary, and contract wage employees and serves as the primary liaison between the University and the West Virginia State Auditor's Office. Essential Duties and Responsibilities:Payroll Systems Administration: Maintain complete operational knowledge and functional control of the WV State Auditor's HRM/Payroll System (OASIS). Maintain complete operational knowledge and functional control of the WV State Auditor's UKG Pro Time/Leave System, including all employee leave accrual and usage activity. Maintain complete operational knowledge and functional control of the Banner Payroll System. Oversee the Financial Document Exception Report each payroll cycle. Oversee the final payroll accounting load into Banner Finance. Payroll Processing & Accuracy: Ensure accuracy and timeliness of payroll for all employee classifications each pay cycle, including salaried, hourly, adjunct, contract wage, student, and temporary employees. Provide and process payroll adjustments as needed. Oversee distribution of payroll checks each pay cycle. Serve as liaison between employees and the WV State Auditor's Office regarding direct deposit setup and payroll inquiries. Deductions & Withholding Oversight: Oversee setup and accuracy of employee federal and state tax withholdings. Work collaboratively with the Senior HR Generalist to ensure accuracy of employee and employer-paid deductions. Administer and monitor miscellaneous payroll deductions (e.g., Fairmont Street Maintenance, Foundation contributions, United Way). Oversee FICA exemption processing for eligible student employees. Compliance & Reporting: Submit required monthly, quarterly, and annual payroll reports to federal and state agencies in compliance with applicable laws and University procedures. Prepare payroll documentation for the annual financial audit. Prepare payroll documentation for the annual Worker's Compensation audit. Ensure compliance with IRS regulations, FLSA, WV wage laws, and other applicable regulations. Employment & System Administration: Administer and supervise hiring processes for full-time, part-time, student, adjunct, and temporary employees through the PeopleAdmin system in coordination with Human Resources. Provide customer service to employees regarding pay, deductions, W-2s, direct deposit, time reporting, and leave balances. Supervision: Supervise one full-time payroll staff member. Provide leadership, training, and oversight to ensure operational continuity and internal controls. Minimum Required Education Bachelor's degree in Accounting, Finance, Business Administration, Human Resources, or closely related field from an accredited institution. Required Licenses and/or Certifications N/A Minimum Required Qualifications Minimum of three (3) to five (5) years of progressively responsible payroll experience, preferably in public higher education or a governmental environment. Demonstrated experience working with complex payroll systems. Experience ensuring compliance with federal and state payroll regulations. Strong understanding of federal and state tax withholding regulations. Demonstrated ability to maintain confidentiality and handle sensitive information. Strong analytical and reconciliation skills. Excellent organizational skills and attention to detail. Ability to meet strict deadlines and manage multiple payroll cycles. Effective communication and customer service skills. Supervisory and leadership abilities. Preferred Qualifications Master's degree in Accounting, Business Administration, or related field. Certified Payroll Professional (CPP) designation. Direct experience with: WV State Auditor's OASIS/HRM System UKG Pro Time and Leave Banner Payroll and Banner Finance PeopleAdmin hiring system Experience in West Virginia public higher education payroll operations.
