Work Location: Panama City, FL (Tyndall AFB) Salary: Based on experience and will be discussed with manager during the interview. Requirements: Must be a US Citizen and must pass a Federal Background Review and drug screen. Duties/Responsibilities: Conduct daily inspections and submit detailed reports on construction projects at federal facilities, ensuring compliance with contract specifications, design documents, and workmanship standards. Provide valuable recommendations to government personnel regarding contract plans and specifications, addressing all aspects of construction. Oversee the contractor's quality system and implement the three-phase inspection process effectively. Monitor construction sites closely and assist the owner in resolving any challenges that arise. Review and process change orders, modifications, Requests for Information (RFIs), and contractor submittals. Track and evaluate the contractor's project schedule for timely delivery. Assess the accuracy of construction contractor's requests for payment and provide feedback. Ensure the integrity of as-built drawings through careful verification. Review and enforce compliance with Quality Assurance and safety plans established by contractors. Utilize the Resident Management System (RMS) proficiently. Education/Experience: High School Diploma/GED required; a degree in a construction-related field is preferred. A minimum of 10 years of experience in managing large, complex multimillion-dollar construction projects, preferably for the Department of Defense. Knowledge and experience with a diverse range of trades, including electrical, mechanical, HVAC, roofing, and general building construction. Experience with Army Corps of Engineers (USACE) projects is a plus. Familiarity with RMS 3.0 and the three-phase inspection process preferred. Knowledge of OSHA standards and the EM 385-1-1 USACE Safety Manual is desired. Strong proficiency in both oral and written English communication skills. In-depth knowledge of construction crafts is essential to perform thorough inspections ensuring high-quality workmanship. Ability to interpret and read contract drawings and specifications effectively. Professional presentation and excellent communication skills are crucial for interaction with clients and contractors. Must possess a valid driver’s license and be insurable. Physical Requirements: Ability to move freely around construction sites and field assignments. Capable of carrying necessary tools and equipment. Must be able to lift up to 50 pounds. Ability to perform essential job functions consistent with ADA, FMLA, and other standards.
