Job Description

Position: Construction Compliance Specialist Work Location: F.E. Warren AFB (Cheyenne, WY) Salary: Competitive and based on experience; to be discussed during the interview. Requirements: Must be a US Citizen and pass a federal background check and drug screening. Key Responsibilities: Oversee all phases of construction to ensure they comply with project timelines, specifications, and shop drawings. Proactively identify issues, propose solutions, and assess the need for contract modifications. Conduct comprehensive onsite inspections and produce daily site reports through RMS, documenting progress, work activities, safety concerns, and subcontractor performance. Assist throughout the contract modification process by drafting scopes of work for RFPs, preparing governmental cost estimates, reviewing contractor proposals, and developing required documentation. Review contractor plans and technical submissions for progress schedules, environmental and safety measures, certifications, and shop drawings to ensure all meet necessary standards. Draft correspondence related to contractor performance, such as Requests for Equitable Adjustments (REAs), Requests for Information (RFIs), and other technical inquiries. Prepare accurate partial and final payment estimates by measuring and calculating pay item quantities, verifying materials on site, and assessing completion percentages of lump sum items. Monitor the scheduled progress of all construction activities, promptly communicating potential delays to the Resident Engineer, COR, and project team members. Facilitate RFI and submittal reviews, coordinating responses collaboratively with designers, REs, and technical experts. Maintain accurate logs and data to support informed project management and decision-making processes. Perform additional responsibilities as assigned to contribute to project success. Education and Experience: A minimum of a High School Diploma/GED; a degree in a construction-related field is preferred. At least 5 years of relevant experience with large-scale multimillion-dollar federal construction projects, particularly with the Department of Defense or USACE is highly desirable. Familiarity with RMS 3.0 is a plus. Experience with the three-phase inspection process is required. Knowledge of OSHA standards and the USACE EM 385-1-1 Safety Manual is preferred.
