SUMMARY: Thisis unskilled manual work of a routine nature in the Public Works Department orParks and Recreation Department requiring no special training orexperience. Manual labor is performedusing the most basic hand tools, pneumatic tools, and various types ofmachinery. ESSENTIAL DUTIES ANDRESPONSIBILITIES: Duties include but are not limited to: • Patchingstreets by shoveling asphalt from truck into hole and tamping • Cleaningand constructing gutters and other drainage structures • Sweepingstreet, gutters and sidewalks by hand • Performingroutine inspection and preventative maintenance on assigned equipment; cleaningequipment • Performingrequired labor involved in construction and maintenance projects as part of acrew, including pavement cutting, ditch digging, manhole and line cleaning,main and pipe repair, and laying and backfilling • Loadingand unloading stone, gravel, dirt, asphalt, and pipe as a member of a maintenanceor construction crew • Flaggingtraffic and erecting traffic signs on a construction project • Assistingco-workers in assembling and erecting traffic and street signs • Clearingand shoveling area for pipe installation; assisting crew in manually placingpipe; cleaning out pipes with hydroseeder • Drivingpilot car to lead traffic safely through work site • Removingdead animals from roadways • Usingvarious types of hand tools such as a rake, shovel, post hole digger, hoe, landscapingclippers, pick, saw, et cetera • Operatingvarious types of tools such as a chain saw, band saw and a jackhammer • Mixingcement for gutters, catch basins, and other drainage structures • Performinglandscaping work such as seeding and cutting grass, and trimming trees andbushes • Removingtrash and limbs from county roads • Cuttinggrass using a push mower; performing general landscaping duties such astrimming shrubs, weeding flower beds, planting trees, bushes, or flowers • Rakingleaves and cutting brush • Performingemergency call-back duty as required • Jobduties vary for each employee depending on crew or work assignment • Performingother duties as assigned QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to performeach essential duty satisfactorily. MINIMUM EDUCATION and/orEXPERIENCE: • High school diploma or General EducationalDevelopment Certificate (GED) • Preferred - one year professional related work experience • An equivalent combination of education andexperience may be considered ELIGIBILITY REQUIREMENTS: Must be 18 years of age or older CERTIFICATES, LICENSES,REGISTRATIONS: • Possessand maintain a valid Georgia Driver's License (Class C) and a satisfactory motorvehicle record (MVR) • NationalSafety Council Flagging certified, or certification within six months ofemployment if required by assignment KNOWLEDGE, SKILLS, ANDABILITIES: Knowledge of or ability to learn county and department operations, ordinances, policies, procedures, terminology, and materials as they relate to assignment Knowledge of or ability to learn applicable state, federal, state, and local codes and ordinances, laws, rules, and regulations as they relate to assignment Knowledge of maintenance and construction principles, techniques, guidelines, practices, and equipment as related to assignment • Knowledgeof basic business mathematics: addition, subtraction, multiplication, anddivision Knowledge of occupational hazards and safety precautions necessary for the safe operation of equipment, tools, machinery, and vehicles as required by assignment Knowledge of the operation and maintenance of all department equipment, tools, machinery, and vehicles as required by assignment Knowledge of specialized software, machinery, materials, terminology, and/or forms essential to the assignment Skill in handling and operating all assigned equipment, tools, and/or vehicles in a safe and proficient manner Skill in performing tasks which require attention to detail, and completing assigned jobs efficiently and correctly Ability to apply common sense to understand, follow, and complete verbal and written instructions Ability to communicate and interact clearly and effectively with all those contacted in the course of work in a professional and courteous manner, both orally and in writing; establishing and maintaining effective, professional, and cordial working relationships Ability to read and comprehend routine instructions, short correspondence and memos Ability to resolve routine and non-routine problems and complaints by applying or adapting established policies and procedures Ability and willingness to meet physical requirements and perform heavy manual labor (including lifting and carrying heavy objects) indoors or outdoors, while working in and adjacent to the roadway for extended periods of time Ability and willingness to work with and assist other laborers to complete assigned project Ability to work in a team setting Ability to work independently in the absence of specific instructions or direct supervision PHYSICAL DEMANDS: The physical demands described here are representative of those thatmust be met by any employee to successfully perform the essential functions ofthis job.
