One of our clients in Washington , DC, needs a Business Analyst V for a contract position. Position: Business Analyst V Location: Washington, DC/Remote Position Type: Permanent Clearance: Public Trust Job Description: iQuasar is seeking Business Analyst V to provide senior-level business, financial, and program management support to FAA Program Offices within the Air Traffic Organization (ATO). This role operates independently with minimal oversight, leading complex financial oversight activities, multi-year budget planning, acquisition coordination, and executive-level reporting in support of mission-critical capital and operations programs, while managing small teams for program execution. The Business Analyst V serves as a primary interface with Government leadership, acquisition personnel, and program stakeholders, ensuring accurate forecasting, funding execution, and compliance across multiple fiscal years and appropriations. Duties and Responsibilities Financial Management & Multi-Year Planning Develop, update, and reconcile multi-year spend plans (2-3 year horizon) for Facilities & Equipment (F&E), Operations, Reimbursable, and Activity 5 funds. Monitor, track, and resolve Undelivered Obligations (UDOs) across fiscal years, including de-obligation and close-out actions. Perform variance analysis against planned vs. actuals and prepare projections for Program Managers and FAA leadership. Administrative data call delegation and management for stakeholders Support financial execution across contracts and CLIN structures, including reconciliation of engineering services and invoicing adjustments. Program & Portfolio Reporting Prepare and present monthly and quarterly financial reporting, including: Internal Program Reviews (IPRs) Financial Management Reviews (FMRs) Business Management Reviews (BMRs) Submit Earned Value Management (EVM) data and coordinate uploads into FAA systems such as CIMS. Produce ad-hoc congressional and executive-level financial reports. Acquisition & Funding Coordination Coordinate funding requests with acquisition teams, including: Continuing Resolution (CR) Requests Purchase Requisitions (PRs) Job Control Number (JCN) funding actions Travel authorization submissions Support submission of documents such as White Sheets, RPDs, CIP write-ups, and budget formulation packages. Reimbursable & Interagency Agreement Support Manage reimbursable agreements from initiation through expenditure and close-out. Prepare and submit MIPRs and coordinate approvals through FAA toolsets. Stakeholder & Leadership Engagement Participate in recurring program meetings, including: Weekly stand-ups Bi-weekly tag-ups PMO roundtables National Project Capitalization Tool (NPCT) reviews Communicate funding status and action items with Project Leads, Program Managers, and cross-directorate teams (AJM-4, AJM-42, AJM-41, etc.). Required Knowledge, Skills, and Abilities Expert-level financial analysis and federal budget execution experience. Ability to independently manage complex, deadline-driven portfolios across multiple programs and fiscal years. Strong analytical, critical thinking, and problem-solving skills. Excellent written and verbal communication and stakeholder engagement abilities. Proficiency with FAA systems including: DELPHI FMS/CWP PRISM SPIRE ORB NPCT CIMS Required Experience & Education 20+ years of relevant experience supporting Federal financial and program environments. Bachelor's degree in business, finance, accounting, or related field (advanced credits accepted). Public Trust eligibility.
