HotFoot Recruiters is hiring a Bilingual HR Manager (Benefits & Compensation Focus) fluent in Mandarin and English to support U.S. operations for a semiconductor construction services organization in Arizona. This is a high-impact role primarily responsible for benefits administration, compensation management, and workforce cost oversight across both corporate and field-based teams. The role is ideal for an HR professional experienced in managing complex pay structures, benefits programs, and compliance in fast-paced, project-driven environments. Position: Bilingual HR Manager Location: North Phoenix. Need to relocate to Arizona if out of state Type: Full-Time | Direct Hire Start Date: As soon as possible Pay Range: 100K Responsibilities Serve as the U.S. HR lead with primary ownership of benefits and compensation programs across corporate and field teams. Administer employee benefits programs, including medical, dental, vision, life, disability, retirement plans, and leave policies. Partner with brokers and vendors on benefits renewals, plan design, cost analysis, and employee communications. Oversee compensation structures, salary benchmarking, pay adjustments, and workforce cost planning. Support payroll coordination, ensuring accurate pay practices, classifications, and compliance. Advise leadership on compensation planning tied to project ramp-ups, hiring plans, and workforce changes. Ensure compliance with U.S. federal and state labor laws related to wages, benefits, and employee classifications. Liaise with Taiwan executive leadership and internal compliance/legal teams on cross-border compensation and benefits considerations. Maintain accurate HRIS data, benefits records, and employee files; support audits and reviews. Respond to employee inquiries related to benefits, and pay. Collaborate with site managers and compliance teams to address workforce-related cost, retention, and compliance issues. Support broader HR initiatives (onboarding, employee relations, policy implementation) as needed, with benefits and compensation as the core focus. Qualifications Bilingual fluency in Mandarin and English (required). 5+ years of HR experience with a strong emphasis on benefits administration and compensation management. Bachelor's degree in Human Resources, Business Administration, Finance, or a related field. Demonstrated experience managing benefits and pay programs in construction, engineering, manufacturing, or project-based environments. Strong working knowledge of U.S. federal and state labor laws related to wages, benefits, and payroll practices. Experience supporting payroll processes and coordinating with external vendors. Ability to travel occasionally to support field teams if needed. Proficient in Microsoft Office and HRIS systems.
