What We're Looking For: Michael Baker International is seeking a Senior Environmental Scientist to join our Philadelphia Operations team in Fort Washington, PA, supporting NEPA transportation projects. This role focuses on delivering high-quality environmental documentation and permitting support while managing technical tasks within established schedules and budgets. The ideal candidate is a mid-level NEPA specialist with a solid foundation across key environmental disciplines, including ecology, water quality, wetlands, noise and air monitoring, cultural resources, hazardous materials, and socioeconomics/land use. Responsibilities include supporting environmental technical studies and field investigations such as wetland delineations, threatened and endangered species surveys, water quality sampling, aquatic, vegetation, and wildlife surveys, hazardous materials assessments, and noise monitoring. The role also involves data processing, documentation, and preparation of clear, defensible technical reports. A Hybrid working arrangement is available within the Fort Washington/Philadelphia, PA areaPLEASE NOTE THAT WE ARE UNABLE TO SPONSOR OR TAKE OVER SPONSORSHIP OF AN EMPLOYMENT VISA FOR THIS OPPORTUNITY AT THIS TIME.What You'll Do: In the office you will: Prepare and manage environmental documentation, including NEPA and Section 4(f) reports (BRPA, CE-1a, CE-1b, CE-2) Coordinate agency communications, including mail-merged coordination letters and participation in agency and public meetings Plan, prepare, and support permitting efforts for applicable waterways Manage and maintain ArcGIS files to support project development Collaborate with engineering staff to review roadway and bridge plans and support project coordination Participate in project status and working meetings to support ongoing project delivery Assist with proposal development, including research, site visits, technical scopes of work, and pricing support In the field you will: Conduct wetland delineations, functions and values assessments, and stream assessments Support environmental field investigations, including surface water sampling and noise monitoring Document threatened and endangered species observations in accordance with regulatory requirements Assist with Phase I, II, and III Environmental Site Assessments Prepare accurate field documentation, including notes, mapping, photographs, and reports What You Need to Succeed: Bachelor's degree in Geology, Biology, Environmental Science, Environmental Engineering, or a related field Minimum 10 years of experience working for or with PennDOT or a similar DOT Demonstrated experience preparing Pennsylvania environmental documents, including Categorical Exclusion Evaluations (CEEs), Environmental Assessments (EAs), Environmental Documents (EDs), Environmental Impact Statements (EISs), and supporting technical reports for transportation and multimodal projects Working knowledge and professional experience with Section 4(f) resource identification, assessment, and reporting, as well as Section 6(f) LWCF documentation Extensive experience preparing and obtaining environmental permits, including PADEP Chapter 105 Water Obstruction and Encroachment Permits and General Permits, PADEP Chapter 105 / USACE Section 404 Joint Permit Applications (JPA), and PADEP Chapter 102 E&S Plans and NPDES permits for construction stormwater Proficiency with Microsoft Office Suite (Word, Excel, Access, PowerPoint, Outlook) Experience using PennDOT ECMS Expert Systems, including CEES, and Keystone Environmental ePermitting Systems (KEES) Experience with PNDI environmental reviews and threatened and endangered species coordination Working knowledge of USFWS IPaC, Bluebeam Revu, and ArcGIS Pro Professional Wetland Scientist (PWS) certification preferred OSHA Hazwoper training preferred Valid driver's license required Compensation: The approximate compensation range for this position $97,948 - $141,412 per year. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
