General Statement of Duties Closing Date: This position closes on Monday, March 30, 2026. Manages the Emergency Communications Center, handling daily operations, staff, services, and equipment in a 24/7 environment. Receives general supervision and policy direction from the Assistant Director to ensure efficient and effective center operations. Demonstrates extensive knowledge of critical infrastructure systems, as well as a comprehensive understanding of the Center's mission, responsibilities, policies, and directives. Performs related work as required. Essential Duties Knowledge of emergency communications operations, systems, and protocols; knowledge of CALEA, DCJS, and related accreditation standards; strong understanding of emergency response resources; ability to interpret and apply policies and SOPs; skilled in coordinating 24/7 emergency operations and overseeing Communications Officer training and career development programs. Sound computer skills with the ability to use computer and typical business software, proprietary software and applications, and various wireless technologies and peripherals for communications and to complete assigned tasks. Strong leadership and interpersonal skills in high-pressure emergency communication settings; adept at team building, personnel management, and conflict resolution; excellent communicator skilled in documentation, policy development, and delivering clear, actionable training and presentations. Knowledge of administrative and operational decision-making processes in a public safety context; skilled in critical thinking and evaluating complex personnel, training, and procedural issues; ability to make sound, timely decisions under pressure, including in emergency situations; ability to appropriately prioritize incidents and resource allocation while managing operational continuity while managing operational continuity. This is a supervisory role. Typically works in an office setting; may work in various locations based on assigned duties. Visual and hearing acuity sufficient to interact accurately with a diverse audience of citizens. Physical ability sufficient to perform assigned duties in an office environment and at various other duty-related locations as needed. Minimum Qualifications Four (4) year degree in a relevant field; and s ix (6) years of relevant work experience in the public safety communications field in an 800 MHz digital trunked radio or corresponding system environment, including at least three (3) years of supervisory experience; OR, any equivalent combination of experience and training which provides the necessary knowledge, skills, and abilities. Additional Information A valid driver's license is required to perform assigned duties at various locations. Must successfully complete skills assessment and testing prior to employment or promotion. Must be willing to work assigned shift which may include days, evenings, nights, weekends and holidays as assigned. Must possess Virginia DCJS Basic Dispatch Academy Certification and successfully complete IAED Emergency Medical Dispatch (EMD) and Emergency Fire Dispatch (EFD) within six (6) months of employment. A police criminal history check and fingerprinting is conducted on all persons conditionally offered employment, including a conditional offer of initial employment, or a conditional offer to promote, demote, or laterally transfer an employee.
