Principal Engineer - CIP Management

Salary: $84,488.00 - $128,845.00 Annually Location : Chesterfield, VA Job Type: Full-Time Job Number: 26-00474 Department: Utilities Opening Date: 01/19/2026 Closing Date: 3/15/2026 11:59 PM Eastern Minimum Qualifications Bachelor's degree in civil engineering, environmental engineering, mechanical engineering or related engineering field including one year of supervisory experience; or an equivalent combination of training and experience. A Professional Engineer's License preferred. Five years' experience with water and wastewater systems design and/or construction. Experience and understanding with water and/or wastewater utility (treatment plants, tanks, pump stations, pipelines) design and construction project management is preferred. One-year supervisory experience preferred. Current valid driver's license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date. Pre-employment drug testing, FBI criminal background check and education/degree verification required. PLEASE NOTE: Must maintain personal mobile technology as a condition of employment. Duties Manages Capital Improvement Program projects from design through construction. Reviews plans and specifications for utilities projects. Monitors the project's construction. Provides technical assistance to the Water Distribution, Wastewater Collections, Water Treatment and Wastewater Treatment Sections. Plans, designs and manages special projects for Utilities Operations and Maintenance divisions. Work closely with the SCADA and instrumentation team to coordinate design efforts on capital projects. Assists engineering supervisor with project planning and development of annual budgets. Drafts permit applications and other regulatory submittals for water, and wastewater projects. May be assigned supervision of future staff as department grows. Perform other work as required. PLEASE NOTE: Position is open until filled (first review to begin January 26, 2026).
