CITY OF HARTSVILLE, COUTH CAROLINA JOB DESCRIPTION Title: Facility Maintenance Technician Date: February 23, 2026 Department: Public Services Status: Full -Time Division: Utilities Exemption: Non-Exempt W/C Code: 9402.10 GENERAL PURPOSE The Facility Maintenance Technician is responsible for the operation, maintenance, and repair of City-owned buildings and facilities to ensure safe, functional, and well-maintained environments for employees and the public. This position performs skilled and semi-skilled work in HVAC, electrical, plumbing, carpentry, and general building maintenance, supervises custodial staff and services, and coordinates contracted work. SUPERVISON RECEIVED Under limited supervision, reports to the Director of Public Services. SUPERVISION EXERCISED Supervises custodial staff and Contractors as assigned. Essential Duties and Responsibilities Facility/General Maintenance Perform routine inspections, preventive, and corrective maintenance on City buildings and facilities equipment and systems. Diagnosing, repair and complete preventive maintenance including basic troubleshooting on HVAC systems, electrical, plumbing, and mechanical systems, filter changes, belt replacement, and system monitoring. Perform plumbing repairs such as fixture replacement, leak repair, drain clearing, and valve maintenance. Conduct electrical work including lighting repairs, outlet and switch replacement, and basic troubleshooting. Performs carpentry, painting, drywall repair, flooring repair, and minor construction tasks. Conduct regular inspections of facilities to identify maintenance needs and safety concerns. Respond to maintenance requests and work orders and emergency repair requests in a timely manner. Custodial and Grounds Support Oversee custodial staff and/or services to ensure buildings meet cleanliness and sanitation standards. Maintain interior and exterior areas, including lighting, flooring, landscaping, and common spaces. Coordinate deep cleaning, floor care, and special event setup and teardown as needed. Ensure cleanliness and safety of all work areas. Support minor ground-related tasks around facilities when necessary. Safety & Compliance Follow all safety protocols and maintain a safe working environment. Identify and report potential hazards or code violations. Support compliance with OSHA, fire safety, and building regulations. Operational Support Assists with facility setting up for events, meetings, or operational needs. Coordinate with vendors and contractors for specialized repairs. Maintain accurate maintenance logs, records, and inventory. PERIPHERAL DUTIES Performs other related duties as assigned to meet organizational goals. May serve on various employee committees as assigned. May require on-call rotation, occasional evenings, weekends or emergency response. DERSIRED MINIMUM QUALIFICATIONS Education and Experience High school diploma or equivalent 2+ years of experience in facility, building, or industrial maintenance. Basic knowledge of HVAC, electrical, plumbing, and mechanical systems. Preferred Qualifications Technical certification or vocational training in HVAC, electrical, plumbing, or building maintenance. Initiative-taking with the ability to work independently. Supervisory or lead-worker experience. Experience with work management systems. OSHA or safety-related training. Necessary Knowledge, Skills and Abilities Working knowledge of equipment, facilities, materials, methods, and procedures used in maintenance, construction, and repair activities. Skill in delivering appropriate customer service; operating the listed tools and equipment. Ability to complete daily activities according to schedule; lift heavy objects, walk and stand for long periods of time, and perform strenuous physical labor under adverse field conditions; communicate orally and in writing; use equipment and tools properly and safely; understand, follow, and transmit oral and written instructions; communicate effectively; establish effective working relationships with employees, supervisors, and the public. SPECIAL REQUIREMENTS Must possess a valid state driver's license. TOOLS AND EQUIPMENT USED Ability to use hand tools, power tools, and diagnostic equipment or any job-related tools and equipment as required. Specific vision abilities required by this job include close and distant vision, the ability to adjust focus; the ability to differentiate between colors and shades of color. While performing the duties of this job, the employee frequently works indoors and outdoors in varying conditions with exposure to dust, noise, chemicals and mechanical equipment. The employee works near moving mechanical parts and in high, precarious places and is exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.
