GENERAL DESCRIPTION: Performs advanced (senior-level) project management work. Work includes leading outreach efforts for interagency initiatives related to public safety and homeland security in Texas. Facilitates the Texas Homeland Security Council and associated multi-agency working groups focused on homeland security issues impacting Texas. Works to identify potential public safety research needs impacting DPS and Texas. Leads the coordination of projects with state agencies and other stakeholders statewide. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. The following Military Occupational Specialty codes are generally applicable to this position. ESSENTIAL DUTIES / RESPONSIBILITIES: 1. Lead external outreach efforts related to public safety and homeland security in Texas, working with stakeholders to identify emerging homeland security and public safety challenges. 2. Work with the Public Safety Research Coordinator to identify research needs and potential research partners. 3. Facilitate the Texas Homeland Security Council and lead associated working groups to address emerging homeland security and public safety challenges. 4. Lead the coordination of homeland security projects and working groups with other stakeholder state agencies. Manage project activities, monitoring progress, ensuring product quality, and assessing areas for improvement. 5. Lead DPS Homeland Security Division efforts related to the Texas First Responder Advisory Council (TxFRAC). 6. Assist with management of the DPS Homeland Security Division website and public-facing information. 7. Design and conduct special research projects and data collection activities related to emerging homeland security and/or public safety challenges at the direction of HSD and DPS leadership. 8. Conduct legislative analysis related to homeland security and public safety, and track legislative trends. 9. Identify potential homeland security grant opportunities for DPS and support grant application development. 10. Perform other duties as assigned. Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS: Education - Graduation from an accredited four-year college or university is required. Major or coursework emphasis in Homeland Security, Political Science, or related field is preferred. Experience - Minimum of five (5) years' experience supporting homeland security, public safety, and/ or emergency management, analysis, planning, and research projects or similar efforts, required. Experience coordinating complex projects involving multiple stakeholders preferred. Experience designing and conducting homeland security-related research projects preferred. Strong writing skills is required. Substitution Note: 1 year of education may be substituted for each year of experience required, up to 2 years. Note: 30 semester hours will be considered equivalent to 1 year of education. Licensure and/or Certification - If driving is required, must possess a valid driver license from state of residence. Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Technology - Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems. Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Analytical Reasoning/Attention to Detail - Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information. Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices. Schedule and Travel - Availability for after-hours, and emergency work is required. Travel in-city and surrounding area, statewide and occasional travel out-of-state is required.
