Job Summary Responsible for all operational, maintenance,configuration, and technical aspects of the Transit Rail Vehicle fleets.Assures Rail Rolling Stock and equipment remain compliant with Metro qualitystandards, specifications, codes, and all safety-related aspects. Serves as thetechnical Subject Matter Expert (SME) for Metro's revenue Rail Rolling Stock fleetsresponsible for all activities of the LRV Engineer and LRV EngineeringDepartment. Job Responsibilities Recommends vehicle improvements based on sound engineering practices, to include design and fabrication of prototype circuits or components for testing. Develops specifications for replacement systems, circuits, and/or parts. Manage large capital programs including the procurement of New LRVs. Assure designs comply with design criteria, specifications, Federal, State, and applicable industry recognized standards (AAR, APTA, FRA, FTA, NFPA, ISO, IEEE, ASME, NEC, EN, DIN, IEC, etc...). Performs administrative and technical tasks in support of all vehicle, equipment, or parts procurements including specification development, prototyping, design review, first article inspections, systems integration, quality assurance and quality control, quality inspections, safety certification, testing, post-delivery acceptance, reliability test, and warranty support. Develop a corresponding data driven maintenance program, training program, and material support program for all new LRVs and Subsystems. Manage and upgrade the Asset Maintenance Management application in support of the on-going maintenance program and New LRV assets. Responsible for resolving technical and procedural issues. Directs and participates in the troubleshooting duties on railcars; as well as upgrading the diagnostic capabilities of the workforce. Responsible for development of training programs to teach and instruct maintenance employees in the diagnostic, repair, and maintenance of advanced electronic systems. Conduct and manage training programs as necessary with the introduction of new equipment, technologies, or personnel. Communicates understanding and support of organization goals through actions and spoken and written records; interacts effectively with individuals and groups within and outside of the organization; keeps all interested and involved parties informed of matters requiring their attention. Ensures compliance with all applicable policies, rules, regulations, and laws; stay abreast of legal, regulatory, and policy developments affecting areas of responsibilities; enforce legal and regulatory requirements impartially. Meets with Agency management, staff, union employees, and contractors to obtain and provide information related to LRV design and maintenance. Make verbal and written recommendations for management. Maintain industry knowledge of new and emerging technologies. Serves as the Technical SME for all Metro Rail Rolling Stock fleets and in the absence of the LRV Maintenance Superintendent, the LRV Senior Engineer shall act in the interim assuming all roles and responsibilities. Knowledge, Skills, and Abilities The LRV Senior Engineer shall possess significant knowledge of light rail vehicle design and maintenance. Knowledge of procurement project management. Experience with participation in technical evaluations, design reviews, and first article equipment inspections, and development of replacement systems. Ability to communicate effectively, both verbally and in writing. The LRV Senior Engineer shall have at least 10 years' experience within the rail rolling stock industry preferably within rail transit operations and maintenance, rail vehicle or subsystem manufacturing, or program management and engineering. Degreed engineer preferred or additional related experience with significant and challenging responsibilities. Supervises,administers, and directs all activities of the LRV Engineer and LRV EngineeringDepartment. ME/EE preferred or progressively challenging responsibilities within the rail transit field. Rail rolling stock, equipment, electrical or mechanical Engineering. Experience: 15+ years' experience with progressively challenging responsibilities. Rail rolling stock industry preferably within rail transit operations and maintenance, rail vehicle or subsystem manufacturing, management and engineering.
