Job Summary This position is located at the Department of Housing and Community Development (DHCD) in the Office of Program Monitoring (OPM). The mission of DHCD is to produce and preserve opportunities for affordable housing and economic development to revitalize underserved communities in the District of Columbia. The Environmental Compliance Specialist is responsible for performing audits and investigations of suspected administrative regulatory, or fraudulent activities, which are note in compliance with established District, federal, or other governing laws, regulations, statutes, standards, or guidelines; established organization requirements, procedures, and contractual agreements; and other governing guidelines. Duties and Responsibilities Assures compliance with all environmental review procedures applicable to the Department's programs, and legal requirements and regulations. Specifically: Assures compliance with the environmental review requirements and responsibilities imposed on the District of Columbia by Title I of the Housing and Community Development Act of 1974 and for the HOME Investment Partnerships Program (HOME) grant funds under Title II of the National Affordable Housing Act of 1990, promulgated by the U.S. Department of Housing and Urban Development (HUD), including: Compliance with Section 106 of the National Historic Preservation Act of 1996, and related regulations and procedures applicable to the Department's programs and activities; Compliance with related Federal and Local environmental laws and regulations, including the Council on Environmental Quality and Environmental Protection Agency regulations applicable to Departmental programs; and activities including the review and analysis of Departmental projects and programs for conformity with related procedures, standards, criteria, policies and regulations that must be considered in the environmental review process; and Compliance with other environmental procedures, regulations or requirements that may be imposed on the Department or its programs by local or Federal legislation. Performs an assessment of departmental compliance with environmental review procedures, policies and guidelines. Develops written reports of determinations, including recommendations for corrective action, if necessary. Provides administrative assistance to the Office of Program Monitoring managers on matters pertaining to the environmental review process and the Division, along with other program monitoring duties as assigned. Coordinates and/or assists with Departmental reviews, and prepares or assists with the Department's comments on environmental matters, including proposed legislation, rules, and regulations. Develops, identifies and recommends measures for Departmental consideration for migrating or eliminating any adverse impacts of Departmental activities and programs. Qualifications and Education Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, applicant must have at least one (1) year of specialized experience equivalent to the next lower grade in the normal line of progression. Licenses and Certifications None Working Conditions/Environment The work is generally sedentary. Work is performed primarily in an office setting. Participation in community outreach is necessary.
