Salary : $68,431.00 Annually Location : Winston-Salem, NC Job Type: Full-Time / Permanent Job Number: 08367 Department: Transportation Division: Transportation Operations Opening Date: 01/27/2026 Closing Date: 3/8/2026 11:59 PM Eastern Description Under general supervision, the Transit Contract Manager/DBE Liaison and Title VI Coordinator plans, directs, supervises, and coordinates all budgeting, procurement and contract management activities related to the Winston-Salem Transit Authority (WSTA). This position is a liaison between the contractor and various city departments for all things related to public transportation in the City of Winston-Salem. This position is responsible for implementing all aspects of the Disadvantage Business Enterprise and Title VI program including, but not limited to, the goal setting and reporting to the Federal Transit Administration (FTA). Examples of Duties Oversees the transit operations contract and participates in the development and examination of transit service proposals; facilitates and directs a transit operations and management contractor to provide fixed-route and demand-response transit operations for the city; monitors performance metrics and applies liquidated damages per the contract; coordinates work between various departments and the WSTA contractor; complies with FTA procurement policies and procedures; oversee various contracts as they relate to WSTA operations; oversee the day-to-day operations of WSTA to ensure FTA compliance; assist with the development and management of WSTA operations and capital budgets; develops the DBE goal and oversees all efforts towards meeting the goal; prepares DBE reports for submission to FTA. Typical QualificationsEducation and Experience Any combination of education or experience equivalent to a Bachelor's degree in Business Administration, Public Administration, Transportation Planning or related fields, and a minimum of 5 years in professional fixed-route or demand response bus operations, two (2) years of which were in a Transit Contract Management role. Knowledge, Skills and Abilities Thorough knowledge of concepts, principles, techniques and legal aspects of transit operations and management; public transit planning; current literature and recent initiatives in the transit management field and FTA Circulars; principles and practices of budget preparation and administration; governmental organizations and operations; community inter-relationships; project management methods and techniques. Ability to analyze and systematically compile technical and statistical transit ridership and financial information, conduct field and fleet investigations; use computers and other technologies for the analysis and presentation of information; prepare and deliver clear, concise and effective oral and written presentations to the general public, appointed boards and elected officials; establish and maintain effective working relationships with Federal, State and local officials, the general public, employees and contractors; work independently with minimal direction and supervision; simultaneously manage multiple projects related to WSTA operations. Physical Requirements This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and occasionally requires standing, walking, sitting, using hands to finger, handle or feel and reaching with hands and arm, pushing or pulling, bending, stooping, squatting, reaching above shoulders, twisting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
