Salary: $23.88 - $26.36 Hourly Location : Hutto, TX Job Type: Full Time Department: Engineering Division: Construction Inspection Opening Date: 02/23/2026 Closing Date: 3/20/2026 11:59 PM Central FLSA: Non-Exempt Position Overview Title: Right of Way Inspector Department: Public Works Status: Full-Time FLSA: Non-Exempt POSITION OVERVIEW Under the general supervision of Senior Construction Inspector, the Right of Way Inspector is responsible for inspecting the safe and economical construction of projects within the City of Hutto right of way to ensure compliance with plans, specifications, various codes and departmental policies. ESSENTIAL DUTIES Inspects work quality and materials relating to the construction of projects within the ROW and to ensure compliance with approved plans, specifications, codes, and ordinances. Checks for ROW permits and inspect materials for identification and conformance to specifications. Inspects various structures such as street systems, drainage facilities, water and sewer systems, and other construction. inspects work during progress and upon completion; performs re-inspections after completion. Coordinates work with contractors, property owners, developers, City and franchise utilities, and other City departments. Prepares a variety of activity records and reports. Reviews, maintains, and closes out ROW Permits. Reviews and updates ROW inspections within permit system. Performs related duties as assigned. EDUCATION, EXPERIENCE, LICENSES & CERTIFICATION High School Diploma or equivalent. Minimum of two (2) years' construction inspection experience in Public Works construction or three (3) years' experience in street maintenance, drainage, water and/or wastewater. OR Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work Valid Texas State Driver's License at hire date, and eligibility for coverage under the City of Hutto vehicle insurance provider. Prefer completion of construction inspection courses similar to such courses administered by the Texas Engineering Extension Service, including Duties and Responsibilities of Inspectors, Basic Concrete, Underground Utilities, Contract Administration and Management, Reading Plans and Specifications, Basic Surveying, Basic Soil Technology, Contract Documents and Site Preparation, and Basic Asphalt Technology. KNOWLEDGE, SKILLS, & ABILITIES Knowledge of principles, methods, terminology, materials, equipment, and safety hazards and prevention regarding public works construction activities. Knowledge of defects and faults in construction. Knowledge of mathematics including algebra, geometry, and trigonometry. Knowledge of soil mechanics and geology. Knowledge of applicable laws, regulations, codes, and departmental policies governing the construction of assigned projects. Knowledge of survey trade principles and practices. Knowledge of traffic control devices and standards. Knowledge of accessibility standards. Knowledge of Permit System (My Permit Now). Knowledge of work order management system. Skill in communicating effectively, both verbally and written Ability to interpret and apply applicable laws, regulations, codes, and departmental policies governing the construction of assigned projects. Ability to analyze, understand and interpret engineering plans, maps, and specifications, and prepare accurate engineering records. Ability to deal firmly and tactfully with contractors, engineers, and property owners. Ability to establish and maintain effective working relationships with those contacted in the course of work. Ability to detect and locate faulty materials and workmanship and determine the stage of construction during which defects are most easily found and remedied. Ability to prepare technical reports. Ability to utilize tools and equipment used in construction, engineering and surveying trade including level, slump cone, engineer's scale, measuring wheel, calculator, computer, and pin finder. Ability to recognize inefficiencies and problems regarding standard construction details and practices and make recommendations for improvement. PHYSICAL DEMANDS/WORKING ENVIRONMENT While performing the duties of this job, the employee is regularly exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; extreme cold; extreme heat; risk of electrical shock; explosives; risk of radiation and vibration.
