The role involves reviewing permit applications for completeness and compliance, coordinating with applicants and developers, conducting site visits, and assisting with traffic engineering activities such as traffic data analysis, traffic modeling, parking management, and responding to public inquiries. The position works closely with internal staff, external stakeholders, and the public to ensure adherence to County standards, policies, and safety requirements. This class is distinguished from the journey-level Management Professional II by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the Management Professional II. While this class may be used as a training classification, employees are required to have professional management analysis related work experience. The Management Professional I can be flexibly staffed to the Management Professional II level. Performs complex administrative, technical, and analytical functions in support of departmental operations or county-wide initiatives, including project management of small traffic and Active Transportation Plan (ATP) projects, program implementation, contract administration, and policy development. Reviews development permit applications and traffic control plans for completeness, accuracy, and compliance with applicable local, state, and federal codes, standards, and regulations; processes encroachment permits related to traffic. Conducts traffic engineering studies, traffic impact analyses, productivity and efficiency studies, and operational reviews, including speed zone evaluations, critical intersection modeling, and administrative system evaluations. Coordinates and collaborates with applicants, developers, design professionals, County departments, external agencies, and the public to clarify requirements, resolve discrepancies, and ensure integrated planning and project delivery; regularly communicates and meets with constituents on traffic and safety concerns. Analyzes and interprets transportation and traffic data, including traffic counts and forecasting, and prepares findings to inform planning and safety improvements. Participates in the development, evaluation, and updating of County development standards, Transportation Impact Mitigation Fee programs, and internal procedures based on current data, projections, and policy changes. Assists with or prepares contracts, board letters, resolutions, technical reports, operational plans, and policy recommendations; provides input for long-range planning efforts and annual work plans. Conducts site visits to verify field conditions, assess traffic operations, ensure compliance with approved plans, and support development review and construction monitoring activities. Develops and delivers presentations to internal staff, the Board of Supervisors, elected officials, and the public; supports public meetings and hearings by preparing materials and presenting traffic-related findings. Responds to constituent inquiries regarding traffic safety, transportation programs, development standards, and permit requirements; ensures timely and accurate communication with all stakeholders. Trains and supports staff in the use and maintenance of traffic modeling software, standard operating procedures, and permit review practices. Maintains accurate project documentation and tracking systems to support efficient management, transparency, and compliance with County and departmental standards. Monitors and analyzes transportation policies at the local, state, and federal levels, providing recommendations to inform County planning and development efforts; represents Traffic, Transportation, and Public Works at interdepartmental and public design team (PDT) meetings. Performs other related duties as required, including coverage for Emergency Operations Center (EOC) activations for Transportation/Public Works (Trans/PW), in support of the operational and strategic goals of the department. This process may be eliminated if there are fewer than 11 qualified candidates. Candidates must receive a percentage score of at least 70 on the supplemental questionnaire ranking assessment to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule 6. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the examination, rank on the employment list, and duration of the employment list.
