As a Mechanical & Fuel Gas Inspector with the City of Boise, you'll use your years in the trade to ensure HVAC and fuel gas systems are installed right and built to last - protecting the community you live and work in.In this role, you'll conduct independent inspections on residential, commercial, and industrial construction projects, review mechanical plans, and help contractors and homeowners navigate code requirements. You know what good work looks like, and you'll be the one signing off on it.This position is open to both senior-level inspectors and journeyman-level candidates - If you hold an active Idaho Journeyman HVAC license, we want to hear from you. Is capable of performing all duties of a Mechanical/Fuel Gas Inspector I, and provides leadership, coaching, and/or mentoring to a subordinate group, as needed.Performs skilled independent mechanical and fuel gas inspections on all permitted construction projects. Inspects complex commercially engineered systems specific to the building and its use. Interprets code requirements to verify commercial building systems operate together. Reads and interprets on-site approved plans, notes, Air Condition Contractors of America (ACCA) reports, specifications, material and equipment listings and installation instructions. Verifies equipment and fuel gas sizing are correct, installed and tested to verify conformity to City approved plans, Code requirements, and applicable standards. May be required to perform limited erosion and sediment control inspections.Reviews mechanical and fuel gas plans and engineering designs for compliance with local, state and national mechanical and fuel gas codes and applicable regulations.Writes correction notices and follows up on the correction of deficiencies of mechanical and fuel gas systems and installations identified during inspections. Monitors inspection area for work being performed without permits, proper occupancy approval and for dangerous conditions. Issues notices of violation, including stop work orders, and civil penalties where unsafe or illegal conditions exist. Performs inspections of permitted work to verify work in progress and projects with minimal documented activity. Coordinates the termination of utilities due to serious code and life-safety violations with the local utilities, supervisor and Planning and Development Services (PDS) management. Verifies the proper licensing of plumbing contractor and journeyman-level workers on construction job sites. Responds to complaints from tenants about substandard housing conditions involving plumbing code violations.Coordinates with other building division inspectors to ensure a complete and accurate construction site inspection record. Records inspection results and other pertinent information regarding construction site activity in department database. Coordinates inspection coverage of the city with other Planning and Development Services staff to ensure that all mechanical and fuel gas requirements are completed prior to issuance of a certificate of occupancy, certificate of compliance or other final approval.Advises design professionals, contractors, homeowners and others on solutions to technical and code problems. Provides information to customers regarding mechanical and fuel gas code requirements, regulations and permit processing issues. Resolves customer service issues and answers questions from city staff and the public regarding inspection scheduling, fees, permits and heating, ventilation and air conditioning (HVAC) licensing compliance. Confers with mechanical section supervisor on difficult enforcement problems. Attends on-site pre-construction, final and problem resolution conferences and helps develops plans for final occupancy with architects and others associated with projects.Performs other duties as assigned. Nothing in this job description restricts management's right to assign or reassign duties and responsibilities to this position at any time.RequirementsRequired Knowledge, Experience, And TrainingHigh school diploma or equivalent and four years of experience as a licensed HVAC journeyman, or an equivalent combination of education and/or experience.Licensed as journeyman HVAC installer in the State of Idaho and continued maintenance of required certifications.Knowledge of: Local, state and national mechanical and fuel gas codes, rules and ordinances Mechanical and fuel gas installation practices, systems and materials Computer usage including related software Legal processes involved in the enforcement of building codes and ordinances. Ability to: Interpret and apply national, state and local codes and detect physical defects in mechanical and fuel gas installations and recommend corrections Read and interpret mechanical and fuel gas plans and specifications and accurately compare work-in-progress to such plans Exercise technical judgment based on trade and technical experience and familiarity with a wide variety of mechanical, heating, cooling, ventilation, fuel gas and exhaust system design, installation, repair or maintenance problems Understand and apply approved ACCA reports for residential construction Establish and maintain effective working relationships with those contacted in the course of work, including citizens, other city employees, contractors and design professionals Communicate effectively in the English language at a level necessary for efficient job performance Perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation. Individuals must be capable of operating vehicles safely and have an acceptable driving record.Preferred Knowledge, Experience, And TrainingAssociate's degree in engineering, construction management or related field and five years of experience in building systems and codes, governmental or third-party mechanical and fuel gas code inspection experience.Mechanical plan review certification from the International Code Council (ICC).Licensing And Other RequirementsValid state-issued driver's license.Licensed as journeyman HVAC installer in the State of Idaho and continued maintenance of required certifications.Residential and commercial mechanical inspector certifications from the International Code Council (ICC).Obtain within six months the City of Boise sediment control responsible person certification.Special RequirementsApplicants must be able to pass:City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process RegulationDriving Record CheckWorking ConditionsWorking ConditionsThe physical effort characteristics and working environment described here are representative of those an employee encounters while performing the essential functions of this job.
