Position Information TxDOT's Austin District Bridge Section is looking for a Transportation Engineer III, IV, or V, to join our team in Austin, TX. We are looking for a Licensed Professional Engineer (LPE) with a strong passion for bridge design, rehabilitation and repair. This role offers an exciting opportunity to contribute to major projects across the district and make a meaningful impact on Texas' transportation infrastructure. This position is for ONE Transportation Engineer III, IV, or V. The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level, and all other appropriate factors, and based on business needs. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Essential Duties: The essential duties for a Transportation Engineer III, IV or V include: Designs highly complex bridge projects and performs specialized design. Inspects structures for impact damage and construction problems and may design emergency shoring to prevent collapse of damaged structures. Performs inspections, structural evaluations and analyses of bridges and related structures that have appraisal and condition ratings or are recommended for closure. Rates and monitors load carrying capacities of bridges. Recommends bridge replacement, bridge rehabilitation and repair of damaged bridges. Reviews shop drawings prepared by fabricators for bridges and related structures. Performs other job responsibilities as assigned. Must be able to drive for the Agency. Additional essential duties for a Transportation Engineer IV include: Coordinates and monitors consultant contracts related projects. Maintains a critical bridge list and coordinates with the Bridge Division, area engineers and other district staff on critical findings involving state maintained bridges to have them posted, repaired or closed to the traveling public. Recommends prioritization of bridge replacement, bridge rehabilitation and repair of damaged bridges. Ensures compliance with National Bridge Inspection Standards. Additional essential duties for a Transportation Engineer V include: Assists district with bridge inspection-related matters. Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and prepares and delivers a written evaluation of the consultant's performance. Performs highly complex structural analysis of bridge designs Performs inspections, structural evaluations and analyses of bridges and related structures that have appraisal and condition ratings or are recommended for closure. Performs and coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications or special provisions. Performs highly advanced and complex planning work such as plan review, calculations and transportation planning studies. Minimum Qualifications: Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS. Experience: Transportation Engineer III: 6 YEARS in Transportation engineering or related engineering experience Transportation Engineer IV: 7 YEARS in Transportation engineering or related engineering experience Transportation Engineer V: 8 YEARS in Transportation engineering or related engineering experience For All Levels : (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle. Licensed Prof EngineerIf performing underwater bridge inspections: Must have Open Water Diver certification. For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire. Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment. Competencies: The competencies for a Transportation Engineer III, IV, or V include: Highway construction design applications Standards and specifications for bridge and other transportation structures Fatigue and fracture mechanics Bridge construction and evaluation methods, procedures and regulations Bridge inspection and appraisal methods and procedures Foundation analysis programs Computerized structural analysis techniques Contract development and oversight Planning, coordinating and handling multiple projects within area of responsibility to meet short-term and long-term deadlines The additional competencies for a Transportation Engineer V include: Applicable engineering workstations and applications to support efficient planning and design activities Leading, assigning, reviewing, and monitoring the work of others Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals Physical Requirements and Working Conditions: Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects 10 lbs. or more. Repetitive Motion-substantial movements of the wrists, hands, and fingers Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading Subject to environmental conditions; protection from weather but not temperature changes Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals Climbing - ascending/descending ladders, stairs, scaffoldings, ramps, etc. Kneeling-bending legs at knee to come to a rest on knee(s) Reaching-extending hand(s) and arm(s) in any direction Standing-prolonged periods of time Lifting-raising objects from lower to higher position/horizontally to a different position Grasping-applying pressure to an object with fingers and palm Talking-expressing or exchanging ideas by spoken words Hearing-perceive sound at normal speaking levels; receive information by oral communication Conditions of Employment: Please read the Standard Conditions of Employment (TxDOT) for all positions This job has been identified as physically demanding and will require a pre-employment physical. Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing. Please note that the Department of Transportation's Drug and Alcohol Testing Regulation - 49 CFR Part 40, at 40.151(e) - does not authorize "medical marijuana" under a state law to be a valid medical explanation for a positive drug test result for an employee in this position.
