Job Responsibilities At Sumter Maintenance, serves as the Assistant Resident Maintenance Engineer in the overall planning and organizing of all maintenance activities for Sumter County. Investigates maintenance complaints. Evaluates the situation and makes recommendations on materials and time necessary to complete corrective actions. Works with Resident Maintenance Foreman (RMF) and Foremen in implementing corrective actions. Inspects work in progress to ensure compliance with policies and standards. Assists the Transportation Engineering Associate I in supervising all in-house maintenance contracts, encroachment permits and the damage claims process. Meets with the general public, utility companies, city and county officials, employees, landowners, contractors, consultants, vendors, as necessary while representing SCDOT with a positive image by establishing and maintaining friendly and effective working relations. Prepares all reports needed such as Monthly Maintenance Reports, Business Plans, etc. Coordinates with SCDOT construction offices to verify quantities placed in the computer program for resurfacing and other planning programs. Responsible for personnel matters, i.e. disciplinary actions, interviewing candidates for various positions and recommending candidates for hire. Ensures Prevention Maintenance program is performed by employees each month i.e. shoulder/ditching, vegetation management, herbicide, guardrail, cable rail, inspections, drainage structure maintenance, bridge repair and construction, monitor shop operations, etc. Map and chart progress and update monthly to monitor progress and coordinate work with the resurfacing and chip seal projects as they are scheduled to assure that all raodways and ditches are properly prepared to work. Assists the RME in ensuring compliance with OSHA (OPccupations Safety and Health Administration), DES (Department of Enviromental Services), and DOT (Department of Transportation) regulations related to environmental audits, inspections, and QMT requirements. Supervises the overall operation of the shop yard with emphasis on safety and environmental compliance. Utilizes HMMS (Highway Maintenance Management System) daily to review work reports for accuracy and documented accomplishments. Monitors unit cost distribution reports for each activity to evaluate operational efficiency in comparison to other counties statewide. Assist RME with e-mail generated comment page and customer survey response cards and general correspondence and letters from citizens. Prepares snow/ice and debris management plans, serves as the coordinator for snow and ice removal. Minimum and Additional Requirements A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and three (3) years of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required. The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position requires driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise. Additional Comments May be required to work overtime, nighttime, and/or weekends during hazardous weather or emergencies.
