Oakland County Government is seeking a visionary Medical Director to serve as the chief medical advisor for the Oakland County Health Division and a trusted clinical leader across the organization. This is a rare opportunity to shape public health strategy at the county level while directly improving the health and wellbeing of more than one million residents. As Medical Director, you will provide expert clinical leadership across all Health Division initiatives, guiding responses to emerging public health threats and advancing evidence-based public health practices. You will also oversee clinical services within the medical unit at Children's Village, ensuring high-quality care for one of the County's most vulnerable populations. In this highly visible leadership role, you will collaborate with local healthcare systems, community partners, and academic institutions to strengthen the regional healthcare network and create meaningful opportunities for students, residents, fellows, and researchers. You will serve as a spokesperson for public health when it matters most-helping translate complex medical information into clear, trusted messages for the public and media. You will also contribute to presentations, reports, and research that highlight the important work of the Oakland County Health Division. What You Will Do • Serve as the chief medical advisor to the Oakland County Health Division, providing clinical leadership across all programs and initiatives. • Advise on and respond to emerging public health threats, ensuring alignment with current clinical standards and public health best practices. • Provide clinical oversight for the Health Division and Children's Village, ensuring high-quality, ethical, and evidence-based care. • Build and maintain strong partnerships with healthcare systems, providers, community organizations, and external agencies to enhance collaboration and service delivery. • Collaborate with academic partners to develop education, training, fellowship, and research opportunities within the Health Division. • Serve as a medical spokesperson for the Health Division when communicating public health information to the media and community. • Contribute to presentations, reports, research articles, and public-facing communications that promote the work and impact of the Health Division. • Maintain current knowledge of public health and clinical practices, incorporating evidence-based guidance into policy and program decisions. • Utilize countywide and department-specific systems and software to support operations, documentation, and reporting. Minimum Qualifications EXPERIENCE, TRAINING, KNOWLEDGES, SKILLS & ABILITIES A. REQUIRED MINIMUM QUALIFICATIONS At the time of application, applicants must: 1. Be licensed to practice medicine in the State of Michigan. 2. a. Board Certified in Preventative Medicine with a concertation in Public Health; OR b. Board Certified in a related specialty and Board Eligible for Preventative Medicine; OR c. Board Certified in a related specialty and have had at least five (5) years of work experience in the practice of medicine, at least two (2) years of which were in a public health program or agency; OR d. Board Eligible in a related specialty with a residency in preventative medicine and public health. NOTE: Employees qualifying as Board Eligible at time of application must obtain Board Certification by the end of the six-month probationary period, at the employee's expense. 3. Possess a valid pharmacy license for the State of Michigan. 4. Pass the total examination, including the employment medical, established for this classification. 5. Successfully complete the six-month probationary period. NOTE: Applicants who are eligible to be licensed by the State of Michigan and who meet the other requirements listed above may take this examination but will not be eligible for appointment until they have been licensed to practice medicine in the State of Michigan and possess a current pharmacy license. ESSENTIAL JOB FUNCTIONS Provide medical expertise to the Health Officer and Health Division Administration to enable the coordination, development, and application of current medical concepts and procedures into the various public health program areas. Identifies the need for developing medically related technical and consultative Health Division services by maintaining awareness of current programmatic and medical discoveries and procedures, and by conferring with Health Division administrators to ascertain their need areas. Provides medical assistance and expertise to Health Division administrators in identifying specific health needs and evaluating the effectiveness of public health programs on a Countywide or problem area basis. Meets with the Health Officer to discuss the implications of new medical concepts or trends that have medium or long-term implications either to the Health Division, Oakland County government or the community at large. Informs the Health Officer of and discusses acute situations that bear on the possibility of or are apparent imminent health hazards that may require the invoking of public health law. Communicates and interprets complex medical issues, usually in regard to specific communicable diseases, to the media, general public and Health Division staff. Meets with practicing physicians, hospital groups, and civil and professional organizations or their representatives to develop and promote community health programs. Provides medical direction and/or supervision to Health Division personnel as appropriate or assigned. Develops and authorizes standing medical orders for Health Division personnel to follow and implement. Provides direct physician clinical care to selected patients, including those with active TB disease. Provides medical direction for all aspects of TB control, including case treatment and contact investigation. Identifies the need for medically related consultative services in Health Division programs, conferences and clinics to ensure the availability of optimum health services to the public. Maintains an awareness of available medical experts and completes contractual agreements for specific medical services. Evaluates performance and determines which consultants will be rehired. Plans, monitors, and authorizes expenditures of the annual operating budget for contractual services and the medical affairs sub-units to ensure efficient utilization of resources needed for service delivery. Initiates studies of local health conditions and, based on findings, recommends specific actions or programs. Meets with supervisory staff of assigned units to determine service policies, program priorities, and address and resolves administrative and management problems. Utilizes current Countywide and/or department specific software to complete assignments. ESSENTIAL MENTAL & PHYSICAL REQUIREMENTS Ability to communicate to accurately convey information. WORKING CONDITIONS Work is performed in a typical office and medical office environment. Additional Minimum Qualifications B. ADDITIONAL DESIRABLE QUALIFICATIONS 1. Considerable experience in communicable disease control, maternal and child health programs, and chronic disease control. 2. Considerable knowledge of the principles and practices of public health administration and of community health programs. 3. Considerable ability to make diagnoses, particularly in communicable diseases, and to determine the need for instituting precautionary control measures such as isolation, immunization, and clinical care and treatment. 4. Considerable knowledge of the practices and principles of general medicine and surgery as related to public health and of the methods, techniques, and objectives of preventive medicine. 5. Considerable ability to write and speak effectively on public health problems and the various phases of the division programs. 6. Considerable ability to cope with difficult and/or emergency situations requiring immediate decisions in accordance with departmental policies and objectives. 7. Considerable ability to exercise good judgment and initiative in analyzing problems and recommending solutions. 8. Considerable ability to apply the principles of personnel administration, supervision of employees and ability to develop successful in-service training programs. 9. Considerable ability to compile statistics, decipher pertinent information, and present oral and written financial, operational and other types of divisional reports to officials and other interested groups or individuals. 10. Reasonable ability to utilize current word processing, spreadsheet, database, e-mail and Internet software. C. SPECIAL REQUIREMENTS Must maintain licensure to practice medicine in the State of Michigan. Must maintain a pharmacy license for the State of Michigan. Must obtain and maintain required Board Certification. Must submit to immunizations as required by the Department of Health & Human Services and to periodic tuberculin skin tests or chest X-rays at County expense.
