VACANCY Position: Employee Benefits Manager Building: Administration Building Work Days: 1900/12months Specification: Counsel District employees on health/welfare and employment benefit coverage and options relative to medical, dental, life, long-term disability, workers' compensation, voluntary benefits, and COBRA insurance plans and IRS Section 125 flexible spending accounts. Plan and coordinate medical insurance and voluntary benefit Open Enrollments and IRS Section 125 Flexible Spending Account programs; review, process, and track related enrollment applications. Adjust and calculate employee payroll deduction figures per yearly rollover of collective bargaining agreements; work closely with the payroll manager to calculate and process appropriate employee payroll deductions for insurance plan enrollments and status changes throughout the year. Manage and administer eligibility for employee benefit programs and entitlements, including COBRA, Health Insurance and Portability, long term disability and workers' compensation. Assist with the administration of benefits during FMLA, child care leave Manages all employee benefits plans: interprets and implements contracts between district and underwriters, explains benefits to employees, works with benefit vendors to settle claims disputes when a disagreement arises between employee and insurer, reconciles, develops and pays monthly premiums. Notify and advise employees, dependents and retirees, per legal notification guidelines, regarding benefit coverage continuation options in accordance with COBRA and HIPAA federal regulations; provide accurate and appropriate COBRA premium rates. Manages COBRA benefits; collects monthly premiums from COBRA participants. Responds to Health Care Financing Administration Medicare/Medicaid Data Bank requirements for information on active employees and retired employees and their dependents. Manages ERIP (Early Retirement Incentive Plans) for retired members of the professional staff and their dependents. Manages Workers' Compensation, working closely with School District Insurance Consortium, from the first notification of injury, through salary compensation, and return to work. Reconcile and prepare check request for workers' compensation self-insured retention fund (SIR), central funds and claim funds. Manages the Requirement of a Safety Committee: creating agendas, minutes, scheduling building inspections and ensuring completion of the yearly request for a Premium Discount with SDIC. Communicates with employees when there is a change in their benefits; reminding employees of approaching deadlines affecting their benefits; i.e., individuals on Family Medical Leave. Manage the electronic enrollment process from employee hire, Open Enrollment Period(s), to qualified life events, termination, and COBRA. Work in conjunction with the Enrollment Software Team to send accurate Electronic Data Information (EDI) that gets sent to the Benefit Vendors. Manage the Waiver of Healthcare Option as provided in collective bargaining agreement guidelines. Enters claims/lawsuits under liability, theft, fire, vandalism, etc. Gathers background information and follows claims through, with broker and claims representative, to closure. Participates with the negotiating teams, during negotiations with all bargaining units, in gathering and reporting data relevant to employee benefits, co-pays, waivers and options for the purpose of setting bargaining priorities, and assists in the development of bargaining proposals. Tracks employee benefit changes for submission to the IRS in satisfaction of the employer mandate reporting of the Affordable Care Act. Prepares census information for various purposes including audits, GASB reporting, Health Insurance rating, etc... Handles and coordinates responses to inquiries from taxpayers, vendors, government officials, board members, employees and students relating to business office. Prepares Draft agenda items for the Regular Board Meetings. Attend and participates in SEPaST (Southeast Pennsylvania Schools Trust) meetings. Creates and administers the District Employee Wellness Program Events Creates requisitions for Business Department purchases. Perform other job-related duties as assigned. Qualifications: Bachelor's Degree preferred 3-5 years' experience with employee benefits administration Knowledge of School District policies and practices in the area of personnel and benefit programs. Specialized knowledge in benefits administration, along with understanding of government laws and regulations affecting employee benefit programs Excellent computer skills (particularly word processing and spreadsheet analysis.) Excellent written and verbal skills. Self-starter with ability to organize and prioritize. Original certificates of clearance from the State Police, Child Abuse Registry, and PDE FBI.
