Job Title: Senior Procurement Subcontracts Specialist Location: Columbia, MD Company: TCOMOverview: TCOM is seeking a highly skilled Senior Procurement Subcontracts Specialist to join our team. The successful candidate will play a pivotal role in acquiring critical and complex hardware, including radars, airborne payloads, and intricate manufactured structures and machinery. This position requires meticulous oversight of pricing, delivery, and quality, and will act as a staff advisor to the Director of Supply Chain. Key Responsibilities: Subcontract Management: Support the subcontracting process from proposals to program execution across multiple contract types. Manage all subcontract aspects, including negotiation, source selection, cost/price analyses, and management of complex proposals and subcontracts with minimal supervision. Documentation & Compliance: Build, review, and approve CPSR-compliant documentation. Prepare proposals and business documents (e.g., RFPs, price analyses, small business plans, sole source justifications). Review and verify accuracy and completeness of proposal packages. Negotiation & Relationship Management: Review subcontractor proposals and negotiate terms and conditions. Prepare subcontract documents and amendments, ensuring proper inclusion of flow-down requirements. Foster and maintain strong relationships with suppliers and provide quality customer service to internal and external stakeholders. Analysis & Reporting: Manage and approve Cost and Price Analyses per FAR Part 15. Communicate and report on pending negotiations and potential issues affecting production. Prepare presentations for program management. Continuous Improvement: Assist in developing and implementing purchasing procedures, making recommendations for improvements. Train and motivate buying personnel and assist in performance evaluations. Perform subcontract closeout actions and other duties as assigned. Qualifications: Education: Bachelor's degree in Supply Chain, Engineering, or a related business degree. Experience: Minimum 15 years of experience in purchasing hardware and materials for airborne systems. Proven experience supporting Department of Defense (DoD) programs. History of managing diverse subcontractors, both large and small businesses. Extensive experience with various subcontract types and proficient in FAR and DFAR regulations. Skills: Excellent analytical and decision-making abilities with strong business acumen. Exceptional verbal and written communication skills. Proficient in Microsoft Office Suite (Excel, Word, PowerPoint). Strong organizational skills and attention to detail. Familiarity with Costpoint and understanding of CPSR audits and requirements. Commitment to continuous improvement. Compensation: In compliance with state and local laws, the salary range for this role is $111,000 to $166,000. The range provided is a general guideline and good faith estimate representative of all experience levels but is not a guarantee of compensation or salary. TCOM considers several factors when extending an offer including, but not limited to, the scope and responsibilities of the position, a candidate's experience, education/training, key skills, internal equity, and current market conditions. Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
