GENERAL DUTIES: Responsible for the management of assigned projects. Plans and coordinates technical functions related to assigned projects, including architectural, engineering, and design-related activities across all project phases. SUPERVISES: Assistant Project Manager GENERAL OVERVIEW The Project Manager is responsible for the assigned project. During design the project manager is responsible to work with the Team Leader on design reviews. During planning and design phases, the Project Manager oversees and coordinates Architect/Engineer (A/E) consultants and ensures alignment of scope, budget, schedule, constructability, and regulatory requirements. The Project Manager is responsible for managing numerous projects, providing leadership to the project team, while ensuring adherence to schedule, budget, quality. ESSENTIAL JOB FUNCTIONS: 1. Ensures assigned project abide by BCPS standards, policies, and guidelines. 2. Oversees the assigned projects. 3. Manages design consultants during planning, design, and construction phases and / or design build projects. 4. Facilitates and documents design review milestones (e.g., schematic design, designdevelopment, and construction documents) and coordinates resolution of review comments. 5. Reviews A/E design deliverables for completeness, constructability, biddability, and compliance with BCPS standards and applicable codes. 6. Manages the procurement process for CMAR and CSMP projects. Ensures that bid documents uploaded into e-Builder for bidding are accurate and biddable. 7. Manage construction contracts and ensure monthly schedule updates are accurate and reflect the current status of work. Ensures that if a Change Order (CO) for time was Board approved the schedule includes the approved time extension. 8. Uses e-Builder as the communications tool. All reporting must be inputted into that Project Management Information System (PMIS). 9. Ensures all PCO's, CO's etc. are coordinated with the Change Order Manager. Works with this position to evaluate and provide recommendations. Participates in CORP and achieve approval of CO's at the first submission to CORP. 10. Notifies Construction Coordinates of executed CCDs to sign daily job tickets. 11. Facilitates regularly scheduled design and construction progress meetings. 12. Facilitates resolution of technical and contractual issues of assigned projects. 13. Reviews contractor Requests for Information (RFI) and design clarifications and ensures A/E timely response. 14. Conducts site visits and prepares observation reports. 15.. Monitors actual project scope, budgets, schedules and quality vs. established benchmarks and promptly reports any deviations to the team leader. 16. Ensure timely submissions of vendor evaluations following SOP. 17. Manages any required corrective action to scope, budgets, schedules and quality. 18. Manages the assigned Assistant Project Manager. 19. Responsibility to maintain permitted scope. No deviations without coordination with Sr. Leadership. 20. A/E proposals for additional construction administration or design-related services will be coordinated with Sr. Leadership. 21. Establish priorities with guidance from the Construction Manager / Team Leader. 22. Coordinates with construction coordinators and administrators. 23. Organization: Often many tasks need to be complete at the same time, each of which has its own set of deadlines and goals. Critical thinking: Critical thinking is the ability to analyze a situation and make informed decisions. Project Managers use critical thinking to make decisions about project management strategies. They may also use critical thinking to solve problems that arise during a project. 25. Problem-solving: Problem-solving skills allow project control specialists to identify and resolve issues and solutions to budget issues, scheduling conflicts or other challenges that arise. 26. Detail-oriented: need to be detail-oriented to ensure they're following the right processes and procedures. Being detail-oriented can help you notice any issues or deviations in a project's plan and take the necessary steps to resolve them. Being detail-oriented can also help you notice any potential risks and take steps to mitigate them. 27. Other duties and responsibilities as assigned by supervisor. Minimum Qualifications Any combination of training, education, and experience which demonstrates the ability to perform this position's duties, such as: Bachelor's degree - Architecture, Civil Engineering, Construction Management, or another related field. 10 years minimum experience managing vertical construction projects or related public works capital projects. Professional licenses/certificates: Florida registration as a Professional Engineer desirable. Knowledge of the Construction Industry preferred. Strong organizational and management skills, ability to prioritize and take initiative. Must be detail-oriented team player comfortable working in a fast-paced environment with heavy volume workload. Capable of coordinating and communicating well and in a professional, positive manner with subcontractors, architects, engineers, project owners, and government agencies. Experience managing or coordinating architectural and engineering consultants through design and permitting phases preferred. Experience managing documents in PMIS System (e-Builder) preferred. Advanced PC skills Microsoft Word and Excel Excellent follow-up, communication (written and verbal) and time management skills. Able to professionally perform multiple detail-oriented tasks with simultaneous deadlines. Key Performance Indicators (KPIs) o Schedule Management: § Accurate and timely review of baseline and monthly project updates. § Meeting project milestones § Timely completion of design phase milestones and regulatory approvals. § Completing projects timely o Contract Management § Thorough knowledge of contract and contract requirements. § Accurate and timely review of Contracts and deliverables. o Communications Management § Understanding when and how to bring critical issues to Sr. Leadership § Timely and accurate project updates on e-Builder, other reporting tools and to Team Leaders. o Financial Management § Accuracy and timely process of invoices. § Accurate project costs and forecasts. o Scope Management § Accuracy in monitoring, controlling, validation, and variance of scope. o Change Management § Working with Change Order Manager to review, validation and process of PCOs and COs. § Submitting PCOs to CORP and receive approval on the first pass (5 PCOs every 2 weeks) o Risk Management § Working with the assigned CC, timely risk monitoring, mitigation and reporting into the e-Builder system. § Monthly submission of A/E and GC Evaluations in e-Builder.
